This Scope of Work provides the details for the role of the field-based Hinga Weze Grants Implementation / Program Officer. This position is an 18-month post located at the program office in Kigali, Rwanda. The position is contingent upon receiving USAID approval and authorization to work in Rwanda. The Program Manager will work closely with the Hinga Weze COP and in-country team as well as the HQ-based Hinga Weze project management unit (PMU) to achieve the program goals.
The Hinga Weze activity is a five-year (June 22, 2017 - June 21, 2022) USAID-funded $32.6M initiative to sustainably increase smallholder farmers’ income, improve the nutritional status of Rwandan women and children, and increase the resilience of agriculture and food systems to the changing climate.

The Grants Implementation / Program Officer will provide field-based support to the Hinga Weze activity, focusing on grants management, technical support, and general backstopping. While the Officer will work closely with the PMU, the Program Manager position is intended have a focus on grants activities that must be carried out in-country and to support the local team to identify, process, analyze and process grant applications to be sent to USAID for approval.
- Ensure rapid on-track implementation of the $5 million grants program
- Guide team in operationalization of grants that translate into target achievement
- Provide guidance on compliance elements of grants implementation
- Advise the team on streamlining the grants-making process
- Ensure an efficient grant-making process
- Engage the technical team in relevant tasks related to grant making and grant monitoring
- Facilitate collaboration between grants management, technical, M&E and procurement team members to ensure clear roles and responsibilities in grant making and implementation
- Support the team to refine and implement processes that will facilitate transparency, compliance, and tracking/reporting mechanisms in the grants program.
- In concert with the Grants Manager, develop detailed and compliant negotiation memos for grants for approval by CNFA home office.
- Support the technical team in understanding and operationalizing the program budget. Work with the team as needed to develop activity specific budgets, such as grant budgets.
- Support the Gender Advisor to implement the program’s gender strategy. Be mindful of gender integration and empowerment in all program activities and make recommendations accordingly.
- Help Hinga Weze maintain compliance with CNFA policies and procedures and USAID rules and regulations. Identify any compliance questions or concerns and discuss with COP and PMU.
- When requested by the COP, attend and participate in meetings with the USAID mission and respond to mission information requests.
- Serve as a point of contact with CNFA HQ for grants-related programmatic requests.
- Participate in weekly coordination calls.
- Support the Grants Manager and PMU in subawards management as requested.
- Along with the senior management team, take a leadership role in the annual work planning process.
- Other duties as assigned.
- At least three years of prior experience working with USAID-funded contracts
- At least two years of experience implementing USAID-funded grants under contract programs
- In-depth knowledge of AIDAR, FAR and USAID contract rules & regulations
- Prior experience working in Africa preferred.
The Field Program Officer will report to the Chief of Party.
