Job Description

Position Summary:
Creative Associates seeks a Grants Manager for a current USAID/OTI-funded project in Cameroon. The Grants Manager will provide administrative and technical guidance and support to the Chief of Party and staff on the design of grant applications, guidelines, and regulations for the small grants mechanism. The program works with local community leaders and groups to help counter violent extremist threats in the Far North. Together with longer-term investments, USAID/OTI programming allows communities in northern Cameroon to return to normal. The program goals are to stabilize communities most affected by conflict and support locally driven initiatives to increase community reintegration.

Reporting & Supervision:
The Grants Manager will report to the Chief of Party.

Expected Outcomes:

  • Expert-level contributions to the team;
  • Regulatory and fiscal oversight of grants and other assigned projects;
  • Technical leadership and management of the project;
  • Dynamic representation of Creative before clients and critical audiences;
  • Mentorship and nurturing of staff in the Maroua office.

Primary Responsibilities:

  • Providing advisory assistance to grant applicants and lead the review of grant submissions;
  • Analyzing and evaluating grant submissions for technical and budget soundness and compliance with donor regulations, recommending award actions to the contract team;
  • Coordinating the issuance of awards and maintain contract documentation through the development and upkeep of a small grants database; and
  • Preparing scheduled and special reports, studies and analyses regarding the small grants program.

Required Skills & Qualifications:

  • Bachelor’s degree in management, social science, financial analysis or accounting desirable; Master’s degree preferred;
  • At least four (4) years’ professional experience with two years in sub-grants development, grants management, or proposal writing; preferably in West and Central Africa;
  • Minimum of two (2) years working in international development;
  • Minimum of two (2) years in budget management or financial administration experience
  • Understanding of USAID’s Automated Directives System (ADS), Acquisition Regulation (AIDAR), and the U.S. government’s Federal Acquisition Regulation (FAR), and the regulations that apply to PAIC activities and awards required.
  • Solid understanding of donor regulations and procedures pertaining to grants management;
  • Demonstrated ability to perform complex tasks and to prioritize multiple projects;
  • Ability to analyze technical and cost proposals and prepare reports and recommendations on whether or not applicants should be funded;
  • Ability to analyze budget line items for compliance with budget guidelines;
  • Proven records maintenance and database management skills;
  • Willingness and ability to travel through the Far North of Cameroon; and
  • Speaking, writing and reading fluency in French and English.
