Job Description

IBIS is hiring a dynamic and experienced and Head of Finance and Administration to our Country Office in Mozambique. We are looking for a resourceful candidate with a well documented, proven track record of similar managerial position in an international NGO or from the donor sector in an African context.

Background

IBIS is a Danish development organization with programmes in 9 countries in Latin America and Africa. IBIS’ focus is education and democracy. We work through projects and advocacy at the national and international level to create equal access to education, power and resources for the poor and marginalized. IBIS is engaging with the private sector with a focus on education and job creation.

IBIS is currently an observer in Oxfam International. The HFA will be part of the exploration phase for IBIS affiliation with Oxfam International in Mozambique, and possible implementation of same.

The Head of Finance and Administration will report directly to the Country Director of IBIS in Mozambique and will have the following main responsibilities:

FINANCIAL MANAGEMENT AND CONTROL

  • Accounting; securing of up to date capture and reconciliations in projects, programmes and at the country office.
  • Budgeting; preparation and revision of annual income and expense budgets for projects and programmes in Mozambique.
  • Financial Management; securing that income and spending by programmes, projects and Country Office remain within approved budgets; reporting to the Country Director and coordinating with Programme Directors on financial controls and follow up.
  • Capacity Building of programme staff, finance and admin staff and IBIS partners.

HUMAN RESOURCE MANAGEMENT

  • Personnel policy and manuals; responsible for improving, maintaining and implementing staff guidelines, procedures and manuals/handbooks.
  • Training needs; assess training needs of staff to be able to plan and budget a training program for the following year.
  • Payroll; maintain accurate personnel records for all IBIS staff in Mozambique and ensuring that the payroll is being computed rightly and salaries paid on time.

IT MANAGEMENT AND OFFICE MANAGEMENT

  • IT systems; ensure that IBIS in Mozambique is provided with IT systems and support that meet the needs of the Country Office and the programmes and projects.
  • Line Management and leadership of finance, administrative and support staff

Qualifications

The successful candidate will have:

  • Academic degree in accounting and/or financial management (master level or equivalent).
  • In-depth knowledge and proven track record of similar managerial position(s) for at least 3 years.
  • Experience from an international NGO or the donor sector.
  • Relevant working experience in Africa.
  • Fluency in written and oral English is required as well as fluency in Portuguese (or fluency in Spanish combined with basic knowledge of Portuguese).

Terms and conditions

Initial contract period: September 2015 – August 2017 (2 years).

The HFA is foreseen assigned as expatriate in Mozambique under the terms and conditions stated in the current “Regulations for Expatriates assigned by IBIS”, category II, Senior Programme Manager.

IBIS salary package for expatriates category II includes a monthly basic salary of DKK 34,965, a monthly pension contribution of 10% of the basic salary, and a monthly gratuity allowance of DKK 2,000.00 payable after expiry of contract.

Further more IBIS offers payment of an allowance to cover expenses in connection with expatriation and repatriation, free unfurnished housing, payment of outward and return travel as well as an insurance package.

Additionally, relevant allowances for spouse and children are paid.

The location of the post is in Maputo with a number of travels to other regions of Mozambique.
