Job Description

Background:
Catholic Relief Services (CRS) in Afghanistan seeks a strong leader and Natural Resource Specialist (NRM) to serve as the Head of Team for an anticipated new project focused on sustainable NRM of Rangelands in Afghanistan. This four year project is supported by the Swiss Development Cooperation (SDC) as an initial pilot phase (2018-2022) with potential to expand in scope and scale through 2030. The goal of the Rangeland Management Project (RAMA) project is for poor families to improve their livelihoods through sustainable natural resource management. This goal will be advanced through two outcomes: 1) women and men make sustainable use of rangeland resources to improve production and food security and 2) community-based governance institutions improve and manage rangelands in an inclusive and sustainable way. Because this is a pilot phase, a particular emphasis will be on research, documentation, and dissemination of learning from the project.

Job Summary:
The Head of Team will be responsible for leading the the project team on the design, implementation, monitoring, and evaluation of the project as well as the dissemination of learning to key stakeholders. The Head of Team will provide overall technical management of the project, ensuring that activities comply with the donor agreement and CRS’ principles and providing necessary programmatic adjustments to ensure timely and quality achievement of the project’s results. Because this is a pilot phase, the Head of Team will take a leadship role in shaping the learning agenda of the project in close collaboration with the project team, the donor, and government representatives and will work closely with government counterparts to ensure the project is sustained beyond its initial four-year term.

Required Travel:
This position is based in the Central Highlands of Afghanistan with periodic site visits expected overland within Daykundi province to monitor program activities and coordinate with stakeholders. The Head of Team will also be responsible for representation with key government and donor stakeholders in Kabul, which will likely require monthly travel to Kabul by air.

Work Environment:
Normal office environment for day-to-day work. Field visits typically require long travel overland on dirt or unfinished roads and occasional overnights in CRS’ outpost guest houses. In the Central Highlands and Kabul, CRS staff live in communal residental facilities/compounds where everyone has their own room or apartment.
