Job Description
HRO is currently seeking a Head of the OECD Medical and Social System (OMESYS) Insurance Centre (OIC), the team that manages health insurance coverage and social security schemes for the Organisation. The position is located in Paris and the selected candidate will be located in Paris.
Main Responsibilities
Management of the OECD Medical and Social System
- Contribute to the strategy for the ongoing adaptation and delivery of the Medical and Social System of the Organisation (OMESYS).
- Oversee and manage the OECD’s health and medical insurance contracts and their implementation.
- Monitor cost data and advise on possible management improvements and/or cost savings.
- In liaison with the Middle Office team, prepare and support call for tenders and market consultations related to the OECD Social Protection System.
- Coordinate with the socio-medical team all administrative procedures related to sick leave, parental leave, disabled child, etc in accordance with the Staff Rules and Regulations and the Pension Rules. Supervise the implemention of all administrative decisions received from the relevant advisory Boards. Manage contact with concerned staff members, answer their queries and advise them on applicable procedures as necessary.
Management of the OMESYS Insurance Centre
- Provide support and guidance to the OIC team and co-ordinate training of new team members.
- Directly supervise the delivery of seamless medical benefits for OECD Official Staff and Temporary Staff Members (international and local staff), while ensuring quality, timeliness and consistency.
- Identify and capitalize on business process improvement opportunities to increase efficiency and effectiveness.
- Provide strategic advice and guidance, including to senior management, and formulate solutions for complex and unusual issues requiring the application and/or interpretation of the Organisation’s regulations and rules.
- Co-ordinate and organise knowledge sharing sessions within the OIC Team to ensure the consistent practice and policy application across the Organisation.
- Handle sensitive situations with tact and discretion, escalating to the Deputy Head of HRO when necessary.
Liaison and co-ordination
- Co-ordinate the preparation of the OMESYS Supervisory Board meetings and all necessary follow-up (nomination of Board members, agenda, summary records, action plan etc.).
- Develop and maintain effective working relations with HR counterparts and other partners to ensure a cohesive approach to human resources management and in support of best practices.
- Participate in projects as required.
- Co-ordinate OMESYS updates with HRM Webmaster for Intranet and monthly communications to Resource Management Advisors.
- Co-ordinate and organise knowledge sharing sessions within HRM staff and with the RMA Community to ensure the consistent practice and policy application across the Organisation.
Ideal Candidate Profile
Academic Background
Advanced university degree in human resources, social sciences, social law, business administration.
Professional Background
- Minimum five years of relevant professional experience with proven capacity in the successful management of Health Insurance schemes in public or private sectors. A good knowledge of the host country (France) system would be an advantage.
- Substantial professional experience in an international or diverse, multi-cultural setting.
- Knowledge, understanding, and application of HR policies, rules and procedures in an International Organisation would be an advantage.

Contract Duration
