Palladium is seeking a qualified candidate for Health Systems Strengthening Technical Lead for a USAID-funded five-year health project in Guatemala. The candidate should have experience desire and conducting research around health systems functions, including health policy, financing, and governance to strengthen sectoral reforms that contribute to the sustainable provision of high-quality health services.

* Undertake analyses and identification of priorities pertaining to health-service policies, management, and provision, seeking to strengthen sectoral reform areas that will contribute to health-sector decentralization aimed at improving access to and quality of services.
* Provide technical assistance to the Ministry of Health and other public institutions in order to define, validate, and operate funding and service decentralization models associated with sectoral reforms, within the frameworks of the country strategy and project results.
* Propose and define research models to document the differences in processes and the results of applying service-decentralization models and health-funding strategies.
* Lead multi-sectoral working groups constituted by USAID partners, other cooperation agencies and public institutions, to discuss the contents and implement sectoral reforms, funding strategies and service decentralization models, and to promote their integration into the processes being implemented by the Ministry of Health.
* Help develop capabilities of Ministry of Health Units, municipal governments, and other institutions in regard to the technical and financial-administrative processes that correspond to each one of the parties, based on model implementation.
* Document activities, deliverables, and results every month, along with the relevant evidence, submitting activity and result reports to his/her supervisor.
* Responsible for ensuring and fostering teamwork and shared leadership, with the aim of achieving better results in the activities undertaken by the project.
* Responsible for overseeing programmatic and budget compliance by all the activities under his/her supervision.
* Attend meetings related to the project, as required by his/her supervisor and/or the Program Director
* Observe all administrative and financial policies and procedures established by Palladium, HEP+, and USAID.
* A minimum of a Bachelor’s Degree in economics, public policy, public health, or a related field. Master’s Degree or higher preferred
* A minimum of five years’ experience in conducting research and analyses on health policy, health financing, health governance, or related topics at the national and international levels
* A minimum of five years’ experience in developing and integrating proposals with various institutional actors at the central and local levels
* Fluency in Spanish; professional proficiency in English is preferred
* A minimum of ten years’ experience working with public institutions, multi-disciplinary groups, and civil society
* Experience providing technical assistance for sectoral reforms at the national and international levels
* Experience supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
* Prior work in Guatemala is highly desirable
