The role

This is an exciting opportunity for a Highway / PBC Engineer based in Hanoi, Vietnam for up to 20 months to join a leading infrastructure consultancy and contribute to the growth and development of a business with a reputation for technical excellence and strong client relationships.

The position will be assigned to the Vietnam Road Asset Management Project (VRAMP) – Package No. RAPI/CS1: Consulting Services for Construction Supervision and PBC Strengthening, The role reports to the VRAMP Project Manager.

VRAMP’s objective is to improve the efficiency and sustainability of the road asset management and maintenance practices performed by the country’s Ministry of Transport on national roads.

The project consists of the following components:

1) Road Asset Management System (RAMS) development, with a goal towards financing the development and implementation of a comprehensive Road Asset Management System;

2) road asset preservation, aimed at supporting Performance-Based Contracts (PBCs) to demonstrate more efficient maintenance of selected highways, in addition to funding traditional road asset maintenance works;

3) road asset improvement, with an objective of financing improvement of road assets for high priority road sections of the national road network and other related activities, supervision of improvement works and undertaking of environmental and social monitoring; and undertaking technical, internal and financial audits;

and 4) institutional strengthening, aimed at supporting targeted activities to develop the capacity of Vietnam’s road agencies to undertake better planning, budgeting, constructing, and monitoring of road asset.

Primary Purpose of the Position:

The Highway / PBC Engineer’s responsibilities will include, but not be limited to:

i. Supervision for PBC civil works preparation.
ii. Preparation of technical documents, supervision manual and reports on PBC area;
iii. Responsible for liaison with Client and other consultants working on VRAMP for PBC.

The Highway / PBC Engineer will also assist the PBC / Contracts Specialist in the following:

i. Finalisation of PBC documentation on framework, bidding, supervisions manual submitted to Client awaiting reviews;
ii. Provision of 8 further workshops for PBC Supervision and Framework to Client;
iii. Provision PBC training shall also be arranged for contractors and consultants. This training shall be in the form of at least 10 conferences/seminars
iv. Study and Comparing the Effectiveness of Maintenance Methods and providing input for the PBC supervision manual.
Key Responsibilities

The Highway / PBC Engineer will have input into the following tasks as detailed in the Project work schedule including but not limited to:

Monthly, Quarterly and Annual Reports, Analysis and Strategy Reports, Bidding, Supervision Manual and Training Program, PBC Methods Report, Comparative Grid between PBC and Traditional Methods and Final Report Preparation.

Key Qualifications, Knowledge, Skills and Experience:

The PBC Engineer will have 10-15 years with Roads Maintenance Projects, experience in PBC supervision, development of technical specifications and bidding documents is preferred.

Working experience in South East Asian countries is preferred.

Experience working on ADB, World Bank and other funding institutions projects/programs is a definite advantage.
