Job Description

Background

The Global Health Program Cycle Improvement Project (GH Pro) provides the U.S. Agency for International Development (USAID) Bureau for Global Health, Regional Bureaus, and Missions with ready access to high-quality, external technical expertise to design, support, and evaluate programs contributing to the achievement of U.S. Government (USG) Global Health Initiative (GHI) targets. The five-year activity is comprised of five components 1. Program and project evaluation; 2. Technical assistance; 3. GH program and research management; 4. Mission support; and 5. Logistical support for meetings/conferences. This activity spans all Foreign Assistance Health Area objectives as well as crosscutting health issues such as gender, health systems strengthening, and science and technology.

USAID’s Regional Development Mission for Asia (RDMA) located in Bangkok, Thailand is looking for a consultant who can provide technical expertise and inputs a variety of health financing/economics for RDMA’s HIV team.

This assignment is estimated to have 120 days of effort (roughly a full-time consultancy), beginning July 31, 2018 and ending January 31, 2019.

Roles & Responsibilities

The technical assistance will include, but is not limited to:

  • Liaising with multiple stakeholders, including the Global Fund, to provide technical advice and coordinated support to financing, expenditure analyses and other economic evaluation activities
  • Conducting financial data and policy analyses to inform sustainable health financing
  • Providing technical support on conducting cost analysis of HIV interventions related to a basic service package
  • Supporting the roll-out of certification and accreditation efforts in Thailand
  • Providing technical support on fiscal analysis of healthcare system and budget forecasting;
  • Providing technical support that includes cost comparison, cost effectiveness and cost benefit analysis
  • Providing technical assistance on provider payment methods to community-based organizations
  • Providing technical assistance on the use of economic tools and principals in policy analysis
  • Providing technical assistance to community-based organizations on cost data collection and analysis.

Qualifications:

  • Advanced degree in Economics/Health Financing
  • A minimum of eight (8) years professional experience in Health Systems Strengthening (HSS)
  • At least five (5) years of HIV experience, preferably in Asia
  • Individuals with current or prior Facility Access or USG Security Clearance preferred
  • Previous experience working and/or living in developing countries required
  • Strong interpersonal and communication skills required
  • Excellent English language skills (speaking, writing and reading)
