Data Management Specialist


Background:

Health and Education Policy Plus (HEP+) is part of a seven -years global initiative jointly executed by the United States Agency for International Development (USAID) and Palladium Group, subject to funds availability.

HEP+ creates and promotes conditions for dialogue among civil society, government, and other social stakeholders. Its purpose is to improve access to health, nutrition, and education for peoples, mainly of indigenous and rural peoples in the western highlands.

Its main actions are aimed at fostering the implementation of the legal framework in health, nutrition, and education. It strengthens advocacy and policy dialogue processes in these fields. It provides tools and fosters the use of strategic information for the planning, monitoring, and accountability reports, to contribute with the governance.

To perform technical assistance activities regarding Information Systems, HEP+ requires hiring an individual with the necessary competences to support such.


Purpose of the post

Providing support to the activities on data analysis, data management tools implementation, and ETL processes development to manage information provided by the origin of data required by Information Systems designed and implemented by the component, as well as other tracking activities required by the Project according with the identification of needs carried out by the technical team.

Activities under his/her responsibility
Developing Software, using tools chosen by the Project.
Analyzing, designing, creating, and managing complex data structures, including, among others, data-warehouses, data-marts, cubes, flat files, and database layouts.
Programming extraction, conversion and uploading (ETL) process as required by developed data structures.
Data management activities, including data cleansing and filtering and reviews of data integrity and consistency.
Designing, reviewing, and/or updating procedures to guarantee data quality.
Documenting the complete software and procedures developed, both technical and user oriented (if applicable).
Developing technical assistance, training, and support activities for counterparts and Component 3 staff, as required.
Attending meetings, as required by the post.
Availability to attend meetings regarding the Project as required by the Project Director and/or Component Manager.
In charge of guaranteeing and encouraging teamwork and a shared leadership in order to obtain better outcomes in the activities carried out by the Project.
Solving issues sent by the Component Management or the Project Steering and other ones designated.
