Job Description

TechnoServe is seeking an international human resource expert who can work with Ethiopian human resource experts to work with Ethiopian human resource Experts and develop a consulting market to support medium and large manufacturing firms with the aim of developing right fit performance management system and incentive packages for the manufacturing firms, leading to increased factory performance and retention of workers.

Livelihood Improvement for Women and Youth (LIWAY) is a pioneering poverty reduction program that aims to improve the incomes of 200,000 women and youth in greater Addis Ababa. It is doing so through a market facilitation approach, sustainable improving the functioning of systems in which poor women and young people can engage more productively.

In LIWAY, TechnoServe focuses on addressing constraints to growth in Addis Ababa’s medium and large manufacturing sector, which is a significant employer of LIWAY’s target beneficiaries, poor women and youth. To address Human Resource challenges and practices of “growth sector” firms, TechnoServe is supporting the development of a firm-level employee performance management system to enhance productivity and efficiency.

Human resource consulting services for the manufacturing sector is an untapped business opportunity, considering Ethiopia’s manufacturing sector has registered significant progress in the last decades. This is an exceptional opportunity for international expert to work with local manufacturing companies as well as human resource consulting firms and individual consultants. Objective

TechnoServe seeks an international consultant to engage Ethiopian manufacturing firms and human resource professionals (local individual consultants and firms) over an eight-month period. During this time, the consultant will develop an effective and marketable performance management system that will be tailored to each firm based on the motivational tools which will be based on identified challenges in the manufacturing sector, in collaboration with the local human resource consultants, who will be identified and selected by TechnoServe (details below). The aim of the performance management system is to increase employee motivation and job satisfaction to improve production efficiency and reduce turnover which will improve the livelihoods of women and youths participate in the intervention.

Scope of Work: Consultant’s Role and responsibilities
  • Design:
    • Collaborate with one large-scale and one mid-level local HR consulting firm and five individual HR consultants to design and develop a performance management system for local manufacturing firms
    • Closely work with local HR consultants to design motivational tools for employees, which will incorporate into the performance management system.
    • Closely follow up with local HR consultants while conducting the current scenarios assessments with manufacturing firms to design motivational tools for employees
  • Support implementation
    • Support each of the 11 participating manufacturing firms to launch implementation of the performance management system within their firms; support adjustments and refinements to the system, based on the assessment findings.
    • Follow up the ongoing implementation of the performance management system in each of the selected growth sector manufacturing firms
  • Market the new product/service
    • Assist and collaborate in designing advocacy strategy of the product to other manufacturing firms in Ethiopia, with the goal of identifying and selling the services to new manufacturing firm customers and creating the demand.
  • Report:
    • Based upon agreed upon parameters and indicators, track and document progress data of manufacturing firms and local HR consultants and submit regular narrative reports on practical training and activity progress
Deliverables

Developed employee motivational tools for each of the 11 manufacturing firms

  • Develop performance management system tool for each of the 11 manufacturing firms
  • Build the capacity of 7 local HR consultants and transfer the learning during the performance management system design and implementation.
  • Drive measurable productivity for each manufacturing firms
  • Bring systematic and behavioral change of employees, managers, and owners through the performance management system that is measured based on the first phase of the intervention.
  • Final report submission.
Qualifications and Experience Requirements

This assignment requires critical thinkers with strong analytical and communication skills who have the experience and confidence to solve a diverse set of HR challenges, but at the same time understand contextual constraints and opportunities.

This opportunity is open to any international human resource management consultants with specialized in the manufacturing firm expertise and experience in the following areas:

  • Sound knowledge of global-standard HR policies, processes, and systems,
  • Experience supporting HR professionals and developing HR tools and systems in developing countries, particularly in the manufacturing sector
  • Understanding of the Ethiopian business in the manufacturing firms and private sector;
  • Proven previous experience and ability to develop, identify and implement HR Performance Management System interventions, and ability to maximize the performance of local Human Resource consultants in order to enhance the manufacturing firm’s productivity and improving employees’ efficiency;
  • Strong training/capacity-building capabilities
  • Team development skills, ability to collaborate and share knowledge with colleagues and clients at all levels;
  • Demonstrated strong analytical skills Demonstrated excellent communication skills (both spoken and written) in English, Amharic not required,
  • Proven track record of consulting performance preferable in the manufacturing sector
  • A minimum of ten years of experience in HR operations and/or related fields
  • Legally registered consulting firms with the renewed license at the country of origin
  • Educational background related to human resource management.

Required travel, Level of Effort & Duration of assignment

  • 8-month commitment with four days of engagement per month; 32 days total LOE
  • Willingness to travel to Addis Ababa and work with local consultants at least four times throughout the engagement (estimated four days per trip)
  • Willingness to allocate a qualified lead consultant to the entire projected period

Payment modality

  • All payments will be made in USD. Below is a payment modality for the consultancy assignment. Each installment shall only be paid once TechnoServe assesses and approves that quality of work is satisfactory and the progress of the activities.
