Job Description

Duties
  • Lead in identifying, distributing, and balancing workload among employees to ensure timely accomplishment of team tasks; represent team consensus and convey the team’s findings and recommendations in meetings with internal and external stakeholders.
  • Ensures strategic plan, mission, and values are communicated and integrated into team’s strategies, goals, objectives, work plans and work products. Ensures all team members participate in planning for achievement of team goals and objectives.
  • Responsible for the development of strategies, plans, program guidance, and dissemination of research results for Agency-wide application and incorporation into international humanitarian assistance and/or international development programs.
  • Assess effectiveness and improvement of complex program and management processes and systems encompassing diverse issues affecting critical aspects for civilian international humanitarian assistance and disaster response hiring and staffing.
  • Identifies and proposes solutions to management problems of major importance to planning for future international humanitarian assistance staffing, programming, and response to major human induced and natural disasters and complex emergencies.
  • Informs stakeholders of changes in organizational programs and operations, conducting briefings on major program changes in particular those impacting the staffing of humanitarian assistance programs and operations overseas.

  • Must be able to obtain and maintain a security clearance.

  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
Qualifications

Specialized Experience:

GS-14 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:
  1. Experience advising an organizations’ senior management on the various scenarios and options for hiring and staffing solutions to meet operational readiness needs of an international civilian humanitarian assistance, international development, or disaster response organization.
  2. Experience planning, evaluation and/or analyses in areas such as staffing, recruitment, talent acquisition and management, and candidate outreach.
  3. Experience identifying and proposing solutions to management for problems of current and future international civilian humanitarian assistance, international development and/or disaster response workforces to be able to effectively respond and conduct programming for complex emergencies.
