Project Objectives:

The U.S. - Peru Child Protection Compact Partnership (CPC) was signed on June 15, 2017, in Lima. This four-year plan is aimed at bolstering current efforts of the Government of Peru (GoP) and Peruvian civil society to effectively prosecute and convict child traffickers, to provide comprehensive, trauma-informed care for child victims of these crimes, and to prevent child trafficking from occurring. The Peruvian Permanent Multisectoral Commission Against Trafficking in Persons and Smuggling of Migrants (Multisectoral Commission) led the development of the partnership in negotiation with the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons (TIP Office).

The TIP Office has contracted EnCompass, through its partner Social Impact, to conduct a mixed methods evaluation of the CPC Partnership. In support of this, using qualitative interviews with key stakeholders and review of law enforcement records, Social Impact will complete a baseline assessment with the objective of providing The TIP Office and the GoP information on the Peruvian government’s current response to child trafficking in Metropolitan Lima, the region of Loreto, and the region of Cusco while considering activities and data related to prosecution, protection, prevention, and interagency coordination. This assessment will also consider three fundamental anti-trafficking strategies: prosecution, protection and prevention, along with coordination of efforts. Ultimately, the TIP Office would like the data obtained from this first baseline assessment to enable them to measure CPC Partnership implementation progress in the three target regions, and to help plan interventions.

Position Description:

SI is seeking an In-Country Coordinator & Translator who will be responsible for liaising with key stakeholders in Peru, coordinating logistics, assisting the members of the Baseline Assessment Team (BAT) in communication and task completion, facilitating data collection, and providing interpretation services for the evaluation team as needed during data collection.

This support is anticipated to occur in two phases. The first phase will begin immediately, to provide a few days of limited support during the design phase of the assessment. Support may include contacting potential respondents, translating tools, or providing feedback on the preliminary fieldwork schedule and logistics.

The second phase is anticipated to begin in August/September 2018, dependent on approval of the assessment design and timeline. During the second phase, the Coordinator will support preparations for data collection in setting up interviews, coordinating logistics, and translating interview protocols. The Coordinator will also travel with the BAT to provide translation services, maintain a detailed fieldwork schedule, and support travel logistics. This work is anticipated to take about 15-20 days, but is subject to change depending on the fieldwork schedule.

  • Advise the BAT on local context relevant to the evaluation goals, including the feasibility of the proposed fieldwork schedule;
  • Make, coordinate and confirm appointments for meetings, interviews, focus group discussions, etc. for the BAT;
  • Maintain and update the meeting schedule;
  • Make logistical arrangements as needed for in-country hotel accommodations, ground transportation, focus group discussions, etc.;
  • Support the BAT during data collection by providing consecutive interpretation as needed during focus group discussions (FGDs) or key informant interviews (KIIs);
  • Carry out other tasks as requested.


  • Fluency in English and Spanish required, with any proficiency in Quechua preferred;
  • Prior experience handling data collection logistics (setting up KIIs, tracking completions, locating participants, identifying and setting up locations for KIIs and FGDs, etc.);
  • Prior experience providing consecutive translation, with evaluation experience preferred;
  • Familiarity with the CPC and related sectors of Peru is preferred;
  • Excellent organizational and coordination skills (e.g. arranging flight/hotel reservations, meeting schedules, transportation, and purchasing supplies);
  • Willingness to travel up to two weeks outside of home residence in Peru;
  • Available to provide limited support in July, and more intensive support immediately prior to and during fieldwork (anticipated August or September 2018);
  • Must be able to work independently, with minimal supervision, within the context of a larger team.
