China BEP is a UK Government funded overseas development aid programme aimed at supporting China towards improving its business environment to drive inclusive growth. The programme covers improving China’s anti-money laundering (AML) capabilities, protecting intellectual property, improving commercial dispute resolution and improving the investment environment. The project runs from March 2020 to the end of March 2022.
GovRisk is delivering the AML workstream, which aims to holistically support China in improving its AML regime as it is engaged in the post-MER follow-up. The programme will support Chinese stakeholders in reforming relevant national laws and regulations, implementing supervision reform, improving cross-agency coordination, managing the follow-up process with FATF and improving international coordination.
The programme aims to achieve these goals through providing strategic guidance and expert input, building capacity through trainings and mentoring and facilitating international knowledge exchanges. Throughout the programme, GovRisk aims to promote good practice to improve financial inclusion in China, particularly for women and marginalised groups.
We’re looking for a self-starter at the beginning of a critical and dynamic project. You will ideally be regionally based, with experience of managing donor-funded projects and engaging with complex stakeholders. You will bring experience of working on donor-funded programmes, especially with either FCO or DFID, and working in complex and challenging environments.
As In-Country Programme Lead you will be the hub around which our wider programme is built and delivered. You will work day-to-day with oversight of a full or part time in-Country Technical (AML) Expert and a full-time In-Country Facilitator as well as key stakeholders, engaging and supporting them in their AML/CFT work.
Supporting you will be our London based GovRisk management team, consisting of expert project managers used to working in China who know the stakeholders and the needs. Alongside them will be GovRisk’s faculty of leading international experts who will provide specific, tailored inputs into the programme.
Your key responsibilities will include: responsibility for management of In-Country Team, stakeholder engagement, activity design and implementation management, task management, data gathering and donor report writing. You will be experienced in working cross-culturally, preferably in East Asia, and will bring experience of working independently / as part of a virtual team.
