Job Description

Scope of Work

The selected national consultant will provide technical support to the Ministry of Justice and Home Affairs (MOJHA) to establish emergency response mechanism and ensure the smooth implementation of TA. The scope of work includes:

Under Output 1: Domestic violence response operations supported and shelter capacity increased:

(i) coordinate the procurement and distribution of below stated goods.

a. Basic PPE and first-aid kits and disinfection items for all 14 shelters and 15 one-stop service centers (OSSC), police departments;

b. 3 ultrasound mobile units for police forensic unit in Ulaanbaatar;

c. information technology hardware and equipment for National Center Against Violence (NCAV) and National Legal Institute (NLI)

(ii) Collect data and measure the usage of good provided, and ensure that due process is follow through the whole process from procurement, to delivery of goods to shelters across the country.

Under Output 2, oversee the progress of work of the communication consultant specifically on:

a. multi-media communication campaign;

b. hackathon;

c. virtual training program for first responders on emergency response in cases of sexual violence and for shelter operators on stress management and mental health;

d. training of trainers for police psychologists; and

e. coordination and integration of products provided by chatbot vendor and user agencies including NCAV and NLI.

Under Output 3:

(i) establish an effective monitoring and evaluation (M&E) and data collection system,

(ii) Collect baseline data and monitor the progress towards achieving output- and outcome-level targets and indicators as specified in the DMF;

(iii) Monitor project implementation

(iv) Work closely with MOJHA strengthening government data collection, including strengthening the database and data confidentiality mechanisms;

(v) Work closely with MOJHA on monitoring capacity for rapid response and capturing lessons and impact of TA emergency response actions to inform future operations to address domestic violence in the country;

(vi) Support the international consultant with data collection as needed for the preparation of impact assessment of the TA;

(vii) Prepare overall project monthly, quarterly, and annual progress reports for MOJHA and ADB;

(viii) Coordinate with the ADB and MOJHA to account for up-to-date physical and financial accomplishments; and

(ix) Undertake other pertinent tasks that may be required or assigned.

Detailed Tasks and/or Expected Output

The consultant will conduct and deliver the following activities and outputs under the TA:

(i) Oversee the procurement and distribution of PPE, and equipment; ensure coordination between communications firm and implementing agency for the distribution of goods;

(ii) Collect data and measure the usage of good provided;

(iii) ensure all documentation required for delivery and acknowledgement of receipt of goods is prepared and provided to ADB;

(iv) coordinate closely with public communication consultant firm on monitoring and evaluating outreach of all of their interventions;

(v) ensure coordination between the communications firm, chatbot vendor, NLI, and NCAV, and oversee and facilitate the integration of their respective outputs;

(vi) Organize coordination and review meetings as necessary for the implementation of the TA, including, but not limited to meetings for the technical advisory group to peer review the work of the firm and vendor;

(vii) establish an effective monitoring and evaluation (M&E) and data collection system, develop reporting forms for capturing quantitative and qualitative information, and prepare and update the project performance management system (PPMS) consistent with the project’s design and monitoring framework (DMF);

(viii) Collect baseline data and monitor the progress towards achieving output- and outcome-level targets and indicators as specified in the DMF;

(ix) Monitor project implementation and ensure that all M&E data are disaggregated by sex and capture social inclusion dimensions (e.g. disability inclusion);

(x) Work closely with MOJHA strengthening government data collection, including strengthening the database and data confidentiality mechanisms;

(xi) Work closely with MOJHA on monitoring capacity for rapid response and capturing lessons and impact of TA emergency response actions to inform future operations to address domestic violence in the country;

(xii) Support the international consultant with data collection as needed for the preparation of impact assessment of the TA;

(xiii) Prepare overall project monthly, quarterly, and annual progress reports for MOJHA and ADB;

(xiv) Coordinate with the ADB and MOJHA to account for up-to-date physical and financial accomplishments; and

(xv) Undertake other pertinent tasks that may be required or assigned.

Minimum Qualification Requirements

The consultant should have a university degree in statistics, data management, public administration, economics, or a related field, and a minimum of 10 years’ work experience, with at least 7 years in results-based M&E. The expert should have excellent English language skills.
