Job Description

FHI360 is currently implementing a three-year $55 million USAID Education for Emergency Recovery and Resilience (EPRR) project in South Sudan. The project aims to achieve the following objectives:

  • Increase access to equitable learning opportunities for boys and girls
  • Improve learning outcomes through enhanced literacy and numeracy instruction
  • Enhance recovery and resilience through psychosocial support and peace building activities
  • Increase the capacity of communities especially the Parent Teacher Associations (PTAs) and School Management Committees (SMCs) to support education and increase ownership to maintain the facilities

Schools Constructions:

FHI360 will perform 120-150 schools construction services at USAID’s direction. These services, and types of construction, include, but are not limited to:

  • Construction of temporary learning spaces.
  • Construction of water and sanitation facilities.
  • Refurbishment of existing learning spaces.
  • Improving existing spaces to meet the physical “safe school” standard.

All construction work must be done to the standards specified by USAID and be in accordance with the approved construction implementation plan and the approved Initial Environmental Examination (IEE). FHI360 will be undertaking engineering and construction components through sub-contracts using a design-bid-build delivery method where architect and engineering (A/E) services and construction works are performed under two separate but complementary subcontracts. The A/E firm for the design and construction bidding support will provide quality assurance and construction oversight services in the construction phase.

To that end, FHI 360 is seeking qualified Infrastructure Program manager candidates for a USAID funded project that will provide flexible and responsive education services for conflict affected children and youth in South Sudan. South Sudan is currently an unaccompanied post.

Position Description:

The Infrastructure Program manager will report to the Chief of Party and will be based in Juba, South Sudan and responsible for overseeing multiple school construction, rehabilitation, and modification services for 150 schools. Specifically, the infrastructure program manager will:

  • Develop annual work plans for work to be carried out during the next year and update the plan regularly based on development.
  • Develop scope of works for A/E partners and train them on the project scope.
  • Manage the contracts of the A/E firms through daily communications with the partners, review of their work and regular meetings.
  • Approve the A/E monthly invoices from a technical point of view.
  • Develop environmental impact assessment reports for the proposed construction sites.
  • Implement a construction implementation plan (CIP) that outlines the steps and process to design and construct schools.
  • Oversee and monitor construction and architecture/ engineering subcontractors in accordance with an approved Initial Environmental Examination,
  • Supervise a survey team to carry out site surveys, collect soil and water samples and prepare site survey reports.
  • Work with the education partners to coordinate and finalize the scope of the new construction or rehabilitation of existing schools.
  • Implement a project management software to track progress of constructions activities and generate timely reports on the progress of each project.
  • Visit projects sites and provide guidance to the constructions and the A/E teams.
  • Coordinate with other donor-funded construction projects and local stakeholders.
  • Develop weekly, monthly, quarterly and annual report.
  • Manage a team of engineers working for the projects and partners.
  • Any other tasks as required by the nature of the job or through requests from the COP.

Minimum qualifications:

  • A bachelor degree or higher in civil engineering; master’s degree preferred
  • A licensed Professional Engineer in the United States
  • Strong management skills in a complex operating environment. Demonstrated ability to pivot as needed based on operating environment
  • Ability to document, monitor, and be accountable for construction operations to improve temporary learning spaces and WASH facilities for young children and youth
  • Ability to work with a technical team to guide and ensure highest quality learning structures and WASH facilities remain
  • Ability to contribute to a community based maintenance plan for buildings and facilities once rehabilitation and construction is completed
  • At least 10 years’ experience in small scale infrastructure development
  • At least 5 years’ experience in low-cost, context-appropriate infrastructure design and management of the related procurements
  • Must have working knowledge of construction practices in East Africa; familiar with local and regional building materials
  • Previous experience in South Sudan or other complex environments
  • Preferable previous experience working on USAID or US Government funded projects and following conditions from an Initial Environmental Examination
  • Experience developing and overseeing construction implementation plans
  • Experience overseeing subcontractors for construction, rehabilitation, modification of buildings and learning spaces for students with special needs, procurement of building materials, etc.)
  • Experience leading or working as part of a consortium
  • Willingness to travel throughout South Sudan
  • Demonstrated ability to work effectively with local stakeholders and coordinate with other donor-funded projects
  • Strong problem-solving skills and ability to work calmly, tactfully and effectively under tight deadlines and within agreed upon parameters with minimal supervision
  • Ability to work both independently and in a team environment
  • Strong written and verbal communication skills are required to resolve budget, activity implementation, and administrative issues with contractors and team members
  • Previous experience constructing or rehabilitating schools or temporary learning structures and familiarity with SPHERE Standards and INEE guidance note on school construction strongly preferred

Typical Physical Demands:

  • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.
