SNV Netherlands Development Organisation as the lead agency of the SDC-funded Cambodia Horticulture Project Advancing Income and Nutrition (CHAIN). CHAIN supports female and male smallholder farmers (including ethnic minorities, where present) in increasing sustainable production, income and resilience in four provinces Kratie, Stung Treng, Preah Vihear and Oddar Meanchey. The project facilitates the empowering of rural smallholder producer groups in the market system, while working on the market development of local safe vegetables with other market actors.
CHAIN is implemented in close collaboration with the Ministry of Agriculture Forestry and Fisheries MAFF, specifically the Department of Horticulture of the General Directorate of Agriculture (GDA). The project has supported with several policy processes, e.g. organic guideline, bio control product registration, public private partnerships. Currently, CHAIN is one of the stakeholders supporting the Horticulture Policy development.
General Directorate of Agriculture (GDA) aims to prepare the Cambodia Horticulture Development Policy (2020-2030), with active involvement of relevant government agencies, development partners, private companies, NGOs, academia, and research institutes through various forms of consultations. Recent horticulture developments
General Directorate of Agriculture (GDA) reported that Cambodia imported 129 tonnes per day from Vietnam and Thailand in 2019 because domestic production could only supply 68% of total demand. The driven factors of fresh fruit and vegetable market demand in Cambodia are mainly from mushrooming of urbanization, tourism, and economic growth. Number of green shops supply chain sourced safe vegetables and fruits from local farmers has seen substantial growth in main capital and provincial cities. The trend has been drawing regional and international brands to eyeball closely the opportunity of investment in horticulture sub-sector. Concerning over food safety is another factor driving the growth of domestic fruits and vegetable market demand.
In order to safeguard quality and traceability, two national standards for local safe vegetables have been created; the Cambodia Good Agriculture Practice (CAMGAP) and the Cambodian Organic Standard (CAMOrganic). At the national level, organising a supply chain of safe local produce, with a trustable label is increasingly on the agricultural agenda.
There is interest from foreign investors at production and processing stage. Agri-processing activities have increased in the last 5 years.
Cambodia has expanded its fruits and vegetable exports significantly in the recent years, owing to the rise in demand for them in the international markets. Vietnam, China, Thailand and Japan are some of the major importers of fresh produce from the country. The Royal Government of Cambodia has made major agreements with the exporting countries to have a direct access for its exports without an intermediary partner. For instance, the country has gained direct export access of its bananas to China from the General Administration of Customs of China (GACC). At present, a total of nine banana plantations, representing a planting area of around 10,000 hectares, got its approval from China. Cambodia’s first banana exports destined for China were shipped in January 2019. Thus, the surplus domestic production for exports and proactive measures taken by Cambodia’s government, such as making trade agreements, are expected to boost the exports in the coming years.
Purpose of Consultancy:
To support the policy development CHAIN is looking for an international expert in horticulture policy formulation and who can bring in his/her experience from other countries into the process. The international expert is expected to backstop the process with knowledge about other policy development processes, the content of such policies and some additional desk research about the competitive advantage of Cambodia.
The support is policy development backstopping and support as follows;
- Sharing the experiences of horticulture policy development; the process of policy development and to focus it adequately, what to include to ensure it facilitates key achievements. (remotely)
- Provide desk research about the Cambodia horticulture position in the region (Thailand, Vietnam and China), what is the competitive advantage of Cambodia to be developed/included in the policy (remotely)
- Provide advice/recommendation/feedback to the draft policy paper and strategy (remotely)
- Participate in the consultation workshop and provide more inputs (He/she should come before the workshop for consultation with some key stakeholder).

Qualification and Requirements:
- Postgraduate qualifications in Agriculture, Economics or a related discipline
- Extensive experience in advising senior government officials (including at the Ministerial level) on horticulture and food and agriculture policy
- Understanding of horticulture system
