Job Description

The role
This senior full time (long-term) role is an exciting opportunity to build leading-edge monitoring and evaluation practice into a large and innovative facility. The International Monitoring and Evaluation (M&E) Adviser will:

  • Lead the execution of Prospera’s Knowledge, Performance and Learning Framework, a framework for Prospera advisers and Australian government agencies to help transform Prospera into a learning organisation.
  • Embed an Activity Programming Guide that describes the process for making strategic decisions about designing and selecting activities.
  • Oversee the design and delivery of Prospera’s online systems to manage activity workflow, M&E and knowledge products
  • Support Australian agencies and advisory teams with specialist advice on how to align with Prospera’s outcomes, and to monitor and evaluate results.
  • Contribute to Prospera’s activity planning advising on progress towards facility outcomes, efficiency, effectiveness and other quality of implementation issues.
  • Produce an Annual Evaluation Plan and oversight evaluation activities.
  • Lead Performance Assessment Framework reporting to the Australian Department of Foreign Affairs (DFAT), and other reporting as required for Australian and Indonesian governments to track progress.
  • Initiate learning events and other measures to promote a culture of continuous improvement, including a Community of Practice with Australian agencies.
  • Oversee other deliverables produced by the Knowledge and Performance unit, including communications and knowledge sharing initiatives.

About you
You will be a motivated and proactive senior Monitoring and Evaluation (M&E) Adviser with the right combination of talent, energy and a commitment to technical excellence. The Selection Criteria includes:

  • Postgraduate degree or commensurate experience specialising in M&E.
  • Expertise in designing M&E frameworks, systems and tools with specific capability in measuring and evaluating: 1) capacity development; and 2) policy change, preferably economic policy and agencies.
  • Demonstrated experience managing people in a cross-cultural environment, including full‑time staff and short-term consultants.
  • A good understanding of Australian government M&E requirements and development context in Indonesia, demonstrated by professional experience working with government and/or development agencies.
  • Excellent communication skills, especially an ability to write in English succinctly and captivatingly.
  • Skills in economics and public policy are an advantage.


About the program
Prospera is a new partnership facility between the Government of Australia (through the Department of Foreign Affairs and Trade) and the Government of Indonesia. It aims to foster strong, sustainable and inclusive economic growth in Indonesia. Commencing from 1 March 2018, Prospera is a planned five-year investment that draws together the former Government Partnership Fund (GPF) and Australia Indonesia Partnership for Economic Governance (AIPEG). Prospera will be responsive to the needs of a wide range of agencies in the Indonesian government, covering six engagement areas:

  1. Markets – improving product and factor market efficiency;
  2. Finance – delivering financial stability and development;
  3. Spending – improving the quality, delivery efficiency, and access to public services;
  4. Revenue – mobilising revenues without unduly impeding private activity;
  5. Public Sector Reform – strengthening economic institutions; and
  6. Economics & Inclusion – providing analysis to boost the evidence for economic policy.


Remuneration
The remuneration will be set according to the Australian Government’s Adviser Remuneration Framework and will fall within Discipline Group C, Job Level 4. The remuneration level at which the International Monitoring and Evaluation (M&E) Adviser is engaged will be based on the successful candidate’s relevant skills and experience.
