Job Description

ICF is seeking an International Project Operations Manager to support international offices for the President’s Malaria Initiative (PMI) Measure Malaria project. ICF is a partner on this five-year cooperative agreement led by the University of North Carolina at Chapel Hill. The project aims at strengthening host-country systems to generate high-quality health information that is used for decision-making at local, national, and global levels, with the goal of reducing disease burden. ICF’s role includes providing technical assistance to PMI and national governments to strengthen capacity in surveillance, monitoring and evaluation primarily for malaria programming in PMI-priority countries in sub-Sahara Africa.

The International Project Operation Manager will support the project’s international operations, financial reporting, and project monitoring. He or she will (1) work with the ICF project director and staff and the project financial controller (PFC) to budget and monitor activities and (2) with the project’s in-country staff to ensure that in-country processes function properly. Currently, ICF operates in 8 Measure Malaria countries.

Responsibilities:

Project financial and monitoring responsibilities include:

  • Assist US- and field-based activity managers to cost and budget activities
  • Support the project director to track expenditure in line with budget
  • Access Cognos to perform project financial analysis and reporting
  • Ensure that project activities are progressing according to timelines and deliverables are produced on time

Project field operations responsibilities include:

  • Serve as the liaison between project staff and corporate business functions (e.g., legal, procurement, international operations, information and technology support, and human resources)
  • Update the project director on international operation issues
  • Ensure that field-based staff follow ICF corporate policy and USAID regulations
  • Participate in update calls between U.S.-based program management and the international teams
  • Establish new offices in countries as needed, including leasing and furnishing office space and identifying vendors to provide support services
  • Provide funding wires for payroll and expense payments on a monthly basis
  • Support field offices with the logistics of in‐country purchases and support of field activities
  • Coordinate the establishment of international‐office accounting and finance tracking systems with help from PFC and accounting
  • Obtain monthly forecast information from the international offices and provide information to the PFC
  • Review month-end account reconciliations of expenses from field offices and verify against budgets and work plans

Qualifications:

  • Bachelor’s degree in business administration, finance, accounting, commerce, international relations, or related field
  • Minimum of 8 years’ experience managing the financial and operations aspects of international operations for USAID projects
  • Experience complying with USAID-funded technical, financial, and procurement regulations
    • Experience in budget development and monitoring and financial reporting
    • Detail-oriented and organized
    • Ability to use Microsoft Office tools
    • Ability to communicate in English and French
    • Ability to travel internationally approximately 15% of the time.

Preferred Qualifications:

  • Master’s degree in related field
  • Experience working in sub-Saharan Africa
  • Experience using Cognos
