Job Description

CDM Smith provides lasting and integrated solutions in water, environment, transportation, energy and facilities to public and private clients worldwide. As a full-service consulting, engineering, construction, and operations firm, we deliver exceptional client service, quality results and enduring value across the entire project life cycle.

Job Responsibilities

Seeking an International Regulatory and Institutional Expert for a DFAT-funded project that supports securing long-term water supply to communities in Indonesia through the establishment sustainable operations of regional water supply systems/Sistem Penyediaan Air Minum-Regional (SPAM-R).

With ongoing urbanization and industrialization in Indonesia, pressure is building up on Local Government-owned water utilities (PDAM) to cater for an increasing domestic and industrial demand of piped water supplies. Many PDAMs are reaching the limits of their economically accessible water sources and need to expand to more remote raw water locations. Thus, access to sufficient raw water, at reasonable costs and acceptable quality, is critical for sustaining future PDAM operations and their service delivery obligations.

The project will progress the governance structure of future SPAM-R schemes through the establishment of effective regulatory oversight and the enhancement of local government accountability for improving operational efficiencies and service deliveries to the communities. The project tasks entail: performance of a legal/institutional assessment, selection of local governments suitable for PDAMs, preparation of Regional Water Supply Master Plans, and preparation of Pre-Feasibility Studies for SPAM-Rs.

Job Requirements

– Bachelor’s Degree in applicable field preferred.
–Minimum of 10 years’ experience in international regularly and institutional development
–Experience in: reviewing legal and governance frameworks for water supply systems and identifying constraints and opportunities
–Experience in providing recommendations to improve stakeholder accountability and operational efficiencies
–Experience in providing recommendations for the establishment of oversight and regulatory functions
–Working knowledge of GOI regulations strongly preferred
–Strong writing and speaking skills in English
