Investment Promotion Team Leader

Job Description

Chemonics seeks an investment promotion team leader for the anticipated USAID Papua New Guinea (PNG) Electrification Partnership Activity. The project aims to contribute significantly to achieving the goal of 70 percent electrification by 2030. Based in Port Moresby, the investment promotion team leader will support strengthening power capacity by promoting investment and linking private sector energy producers into the broader electrification networks already operating in Papua New Guinea. Responsibilities include:

Investment promotion team management

  • Support strengthening power capacity, developing viable off-grid electrification models, enhancing the country’s energy regulator, and catalyzing private investment for energy projects
  • Lead the investment promotion team’s efforts to work with the government of Papua New Guinea, PPL, private sector energy producers, and other community and business stakeholders to improve the investment climate around energy and develop solutions for meeting the 70 percent goal
  • Develop and identify investment promotion indicators and benchmarks to show progress towards the goal of 70 percent electrification by 2030, including through participation in work planning, and writing reports for USAID demonstrating progression towards the goal
  • Liaise with the staff of USAID, the government of Papua New Guinea, PNG Power Limited, and private sector energy producers to lead the team’s response to requests for collaboration, data collection, and reporting requirements
  • Oversee the process of ensuring data quality and integrity by periodically conducting field visits and spot checks to verify data and investigate any data anomalies
  • Coordinate with technical teams, with regional offices as needed, and with relevant stakeholders to ensure that project initiatives are in line with performance targets
  • Support the achievement of overall project goals as required to ensure project performance
  • Supervise staff members to ensure meeting the utility reform objective

Qualifications:

  • Bachelor’s degree in management, finance, economics, and international development; master’s degree preferred
  • Minimum five years of experience in the investment and finance sector; experience working on energy issues preferred
  • Experience with large projects delivering technical assistance and other services to public and private enterprises highly desired
  • Experience with data collection
  • Experiencing managing a large team
  • Strong computer spreadsheet and word processing skills
  • Ability to meet tight deadlines, prioritize effectively, and work under pressure
  • Ability to convey results to nontechnical stakeholders and to strengthen results to improve programming
  • Attention to detail and high organizational skills essential
  • Ability to exercise confidentiality and high levels of professionalism
  • Excellent interpersonal and communications skills in English, both oral and written
