Job Description

Chemonics is seeking an IT- Supply Chain Information Systems (SCIS) Project Manager to join the dynamic team of the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM). GHSC-PSM is the primary vehicle through which USAID procures health commodities, provides technical assistance to improve partner countries’ management of supply chains, and collaborates with key international stakeholders to support global health initiatives. GHSC - PSM is a multi-billion dollar USAID funded objective and the largest project in the history of the agency. The project consolidates the previous procurement and assistance components of two former USAID programs and is the primary vehicle through which USAID will procure lifesaving commodities to partner countries. Supporting key global health initiatives in HIV/AIDS, malaria, reproductive health, maternal and child health and Zika, the project encompasses three primary objectives: global commodity procurement and logistics; systems strengthening to support in-country supply chain management; and collaboration via strategic engagement to improve long-term global supply of health commodities. IT- Supply Chain Information Systems (SCIS) position requires performance in the areas of project management, software solutions delivery, technical capacity, and vendor management. The IT- Supply Chain Information Systems (SCIS) leads cross-functional teams in the evolution and delivery of the project’s portfolio of supply chain information solutions. The IT- Supply Chain Information Systems (SCIS) is primarily focused on logistics information management systems (LMIS) selection, implementation and management as well as inventory management systems, quantification and forecasting tools. He/she is responsible for providing technical support to country teams, coordination of data collection activities in support of operational research, sector assessments and evaluations, and the organization of national and provincial workshops and trainings. The individual will play a lead role in evaluating existing systems, identifying gaps in functionality, recommending roadmaps and identifying comprehensive solutions. The successful candidate will be able to provide examples of self-motivation in the workplace and will have excellent communication skills along with the ability to create and effectively present a product vision for internal and external stakeholders. Ability to understand other systems used in-country similar to District Health Information System 2 (DHIS2) is required. The key goals for the position include:
  • Providing project management support for supply chain information solution initiatives to strengthen supply chain systems in country.
  • Managing the development and supporting the supply chain information system solutions to be maintained by the PSM project.
  • Promoting standards across supply chain information systems to support interoperability of systems to achieve data exchange and analysis.
  • Coordinating with the global SCIS team for system integration to increase end-to-end supply chain data visibility.
Responsibilities Include:
  • Lead and manage technical assistance for supply chain information system strengthening to support the GHSC-PSM country programs;
  • Lead and manage the development and implementation of initiatives under the GHSC-PSM portfolio of software solutions to strengthen the timely availability of accurate and complete information to support analysis and decision making at various levels. This includes the following areas:
    • Technical documentation e.g. System Requirements Specification documents and Solution roadmaps etc.
    • Managing System(s) development
    • Managing System(s) implementation
    • Interface with existing and planned systems
  • Development and implementation of the standardized approaches and software solutions to improve use and analysis of available data;
  • Any other technical areas relevant to supply chain information systems e.g. use of Business Intelligence system for data analysis and visualization for decision making, mobile solutions
  • Provide technical oversight/contract management of vendor supported activities to ensure delivery of high-quality product and accompanying deliverables, in accordance with contract specifications; ensure user compliance to specifications and recommendations;
  • Support on the ground monitoring and document progress towards achieving project’s/country results using performance indicators. Update and maintain all technical project related documentations; Provide technical input to user training and documentation
  • With direction from project Directors/country Directors/Managers, liaise with the USAID mission to share information and ensure that the mission, collaborative agencies and other donor organizations are routinely informed about IS activities;
  • Identify new technologies, solutions and approaches to continuously refine PSM strategy and solution portfolio to promote sustainability and inter-operability;
  • Support and promote standards for IT systems supported by PSM in order to encourage inter-operability among relevant systems including the global PSM MIS;
  • Provide technical support to project offices in various countries, support the development of project/country work plans and monitor progress against the work plan deliverables
  • Assist in identifying new business opportunities and coordinating projects work with other partners and stakeholders on medicines supply chain management issues or other relevant areas.
  • Other duties as assigned;
Qualifications:
  • Bachelor’s Degree along with at least 8 years of technically relevant work experience in management information systems required; alternatively, a master’s Degree plus 6 years of experience; JD plus five years of experience; Ph.D. plus four years; or 10 total years or more of related work experience in the above areas may be considered in lieu of degree;
  • Relevant information technology certifications such as PMP, ITIL, Agile, Six Sigma d preferred;
  • Demonstrated knowledge of supply chain management, logistics systems, data warehousing, business intelligence, and data visualization considerations preferred;
  • Knowledge of contract management, intellectual property, USAID guidelines, and malaria systems strengthening strongly preferred;
  • Experience working in developing countries or low-resource settings implementing information technology solutions preferred;
  • History of actively participating alongside a large high-performing team of IT professionals to suggest and implement workable solutions;
  • Ability to work with cooperating partners in implementing complex programs;
  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills;
  • Demonstrated leadership, versatility, and integrity;
  • Fluency in written and spoken English required; proficiency in Spanish or Portuguese preferred;
  • Demonstrated ability to communicate clearly and concisely both orally and in writing;
  • Ability to multi-task and prioritize tasks;
  • Experience working in developing countries preferred;
  • Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments preferred yet not required for this opening;
