Job Description
The National Solidarity Programme (NSP) was created by the Government of Afghanistan to develop the ability of Afghan communities to identify, plan, manage and monitor their own development projects. NSP promotes a new development paradigm whereby communities are empowered to make decisions and control resources during all stages of the project cycle. In accordance with government policy the programme is expected to lay the foundations for a long-term strengthening of local governance to make it more inclusive (e.g. for women, internally displaced persons, returnees and ethnic minorities) and to provide assistance for the reconstruction and development of communities.
To achieve its goals, NSP is recruiting for the following position:
Title: Junior Accountant
Vacancy Announcement No: 065/2008/HRD/NSP/MRRD
Duty Station: Kabul

Key Responsibilities:
- Act as fund custodian (cashier) for the petty cash fund of the HQ and ensure the security of the cash in his custody
- Record and update all petty cash fund inflows and expenditures in the cash register and in the electronic cash book after signature and approval of all required parties
- Prepare daily cash reconciliation reports according to the vouchers entered in the electronic cash book and actual cash count and submit to the Head of Unit
- To submit the daily payment and receipt vouchers to the Head of Unit on a daily basis for recording in the Manual Cashbooks
- Prepare replenishment request of petty cash fund in coordination with the Head of Unit
- To withdraw funds from the bank accounts after approval of the Head of Department
- Deliver or collect documents to and from the Bank as required
- Pay out salaries to HQ employees based on the monthly payroll approved by the Head of Department
- Pay suppliers (cheque or cash) based on payment vouchers complying with NSP finance rules and guidelines
- Pay out advances to NSP employees according to advance request vouchers approved by the Head of Department
- Receiving cash returned by NSP employees after clearance of advances
- Follow up on clearance of staff advances on a weekly basis
- Prepare bank transfer orders and supporting documents as required for signature by authorised persons, file accordingly and arrange for delivery to the Bank
- Assist in summarising provincial account returns for posting in the accounting software
- Assist the Head of Unit in preparing the budget monitoring report
- Assist in the preparation of training materials and in conducting of training courses for Field Office finance staff
- Any other interim task that may be assigned by the Head of Unit or the Head of Department
Required Education/Skills:
- Basic bookkeeping and accounting principles
- Familiarity with MoF withholding tax regulations applicable to scope of work.
- Apply computer applications to include MS Word, Excel, PowerPoint and Outlook.
- Demonstrate effective listening, questioning, and interpersonal skills
- Articulately expresses ideas and information.
- Written and Oral Communication skills
- Abel to travel on field visits inside ad outside the province on a regular basis
- Ability to assess when work standards fall short of guidelines and consult with relevant superiors.
- Ability to perform as part of team and independently on specific tasks as required
- Ability to plan, organize, prioritize and schedule work
- Ability to analyze problems and present solutions
