Job Description
1Introduction

Ecorys have been short-listed for an EC funded opportunity in Ukraine to support Harmonisation of competition and public procurement systems in Ukraine with EU standards. The project is due to commence in November 2008 and will last for 30 months. We are now looking for four key experts to take part in this bid.
2Personnel Required
We are looking for four key experts; this advertisement is for the KE2: Competition Expert Position (Indicative input: 440 working days)
Qualifications and skills:
•Diploma of higher education in economics or law or equivalent practical experience of at least 5 years.
•Profound knowledge of EU competition law and policy and its application in at least one EU national administration.
•Excellent English (spoken and written)
•Preferably good knowledge of Russian or Ukrainian
General professional experience:
•Preferably at least 15 years of experience in the public sector.
•Preferably at least 10 years of experience in the field of competition law and policy in EU or in ex-Tacis, ex-Phare, ex-MEDA, or ex-CARDS countries.
Specific professional experience:
•Preferably 5 years or more experience in building the capacity of competition policy institutions and/or advising on competition in an EU country or in ex-Tacis, ex-Phare, ex-MEDA, or ex-CARDS countries.
•Preferably 3 or more years of experience in providing technical assistance in the competition area in ex-Tacis, ex-Phare, ex-MEDA, or ex-CARDS countries.
•Preferably experience of working in the competition area (practical exposure or technical assistance) in the new EU Member State(s) during their process of accession.
All consultants should be able to demonstrate the ability to work closely with national institutions to help build sustainable capacity and have a commitment to sustainable development and poverty alleviation.
