Project
The Pacific Labour Scheme and the Seasonal Worker Program are two employment programs sponsored by the Australian government, which allow citizens of Pacific Countries to take up low and semi-skilled work opportunities with Australian employers in certain locations and industries. These programs increase circular labour mobility within Pacific countries, which builds people-to-people links and supports increased economic growth, employment and investment across the region.

The Pacific Labour Facility (PLF) facilitates the connection of Australian employers with Pacific workers for both these programs. The facility also provides continuous support to Pacific workers who are taking part in the programs. The PLF will act as trusted intermediary in connecting Australian employers with Pacific workers and in its partnerships with Pacific countries, the private sector and other stakeholders. The PLF is managed by Palladium on behalf of the Department of Foreign Affairs & Trade (DFAT).

Role
The Labour Mobility Engagement Manager will be responsible for developing and implementing a program of assistance to PNG government agencies and other in-country stakeholders to ensure effective engagement of PNG in Australian Government labour mobility programs. The position will work to improve the supply of quality workers to these programs and also maximise the development impacts of the programs for workers, their families and their communities. This role has been classified as Discipline Group C, Level 3 under the DFAT Aid Advisory Remuneration Framework. The successful applicant is required to be based in Port Moresby, PNG.

Responsiblities:

The Labour Engagement Mobility Manager will:
* Work closely with the Australian High Commission and other stakeholders to identify and adopt the most appropriate strategy to ensure effective engagement of PNG in Pacific Labour Mobility programs;
* Consult the PNG government and its labour sending authorities to determine their objectives for labour mobility;
* Develop and implement a program of assistance to PNG government agencies and other in-country stakeholders to ensure effective participation of PNG in Australian Government labour mobility programs;
* Regularly undertake political economy analysis to inform program implementation;
* Facilitate linkages between Labour Sending Units, ministries, labour agents, bilateral programs, the Australia Pacific Technical Coalition and community groups;
* Manage country-level planning and budgeting, incorporating needs analysis of sending country capacity development and institutional strengthening as required;
* Implement initiatives to increase the supply of Pacific Labour Scheme and Seasonal Worker Programme participants;
* Design and implement a pilot program that will trial a new mechanism for identifying, screening and deploying workers from an identified number of pilot PNG Provinces;
* Facilitate improvement of quality of worker pool for deployment to Australia through the design and delivery of processes that support worker recruitment;
* Encourage government ministries and labour sending units to actively lead annual planning, marketing, monitoring, reflection and learning to ensure they meet employer needs and worker welfare needs;
* Develop a monitoring, evaluation and learning framework for PNG’s engagement in labour mobility programs;
* Work closely with the PLF employer engagement team in Australia and PNG stakeholders to support marketing activities that enhance awareness of the potential benefits of PNG workers amongst eligible employers;
* Deliver training, either one-on-one or to large groups and facilitate workshops to SWP and PLS stakeholders;
* Support reintegration initiatives by leveraging connections with other DFAT funded programs and in-country networks;
* Promote inclusion across all aspects of labour sending activities, including equality, disability and child protection;
* Ensure communication, cross-learning and sharing of tools across the Pacific Labour Facility team;
* Participate as a member of the PLF team and contribute to planning and reporting activities.

Requirements

The Labour Mobility Engagement Manager will possess the following qualifications and experience:
* An existing understanding of current issues in relation to circular labour mobility within the PNG context;
* Tertiary qualification in a relevant discipline, and experience working in a project management, and/or partnership brokering role;
* A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of PNG and Australian stakeholders;
* Demonstrated ability to work autonomously with limited supervision;
* Experience working with programs in the Pacific with a strong understanding of gender equality concepts and issues (previous work with partners at national and sub-national government levels in PNG is a significant advantage for this role);
* Excellent interpersonal skills and the ability to build and maintain effective working relationships with a range of different individuals and organisations across countries and time zones;
* High level proficiency in Word, Excel, PowerPoint and web browsers;
* Ability to work to deadlines, and to balance competing priorities;
* Be able to travel regionally and internationally as required.

Desirable
* Experience in the design and delivery of training programs and/or facilitation;
* Demonstrated understanding of best practice human resources and recruitment practices;
* Connections with the Australian agriculture industry and business community.
