Tetra Tech International Development Services is currently accepting expressions of interest from qualified Land Tenure Advisor candidates for an anticipated 4-year Millennium Challenge Corporation (MCC)-funded Land Reform to Accelerate Agricultural Productivity (LRAP) initiative in Togo.
The LRAP initiative comprises four main objectives: (i) expand access to land by identifying, legitimizing, and formalizing customary land rights; (ii) move the legitimized rights into the formal system; (iii) improve the formal system so that it effectively protects all legitimate land rights; and (iv) expand inclusive access to land by ensuring that recognition of women’s rights, already recognized in formal law, are fully incorporated into practice.
The Land Tenure Advisor will report to the Chief of Party and provide land use and tenure expertise, and expertise in land use and tenure related conflict and land dispute management. Position to be based in Togo.
*Investigate the land use and tenure issues within the five regions of Togo, including customary land issues;
*Participate in local planning meetings and serve as a land use and tenure resource person in all meetings as needed;
*Assist in strengthening capacity to foster stakeholder participation in decision-making and planning processes as well as transparency and accountability of land-related institutions;
*Assist in inventory and recording of land dispute cases and establishment of land tribunals or mediation boards;
*Support stakeholder dialogue and establishment and professionalization of alternative dispute resolution mechanisms;
*Support training for judiciary and legal aid mechanisms in land dispute cases;
*Establish and maintain productive and positive relationships with MCC, government officials, and local partners.
*Bachelor level degree in land tenure, geography, economics, natural resource management or rural development;
*Minimum of 10 years of professional experience related to land-related development projects or research in Francophone Africa;
*Significant experience in conflict/land dispute resolution, judicial and legal aid, implementation of operational and procedural regulations, public and private sector capacity building, customary governance systems, land administration, and design and implementation of training programs for national and local public officials;
*Familiarity with land use planning, rights registration and conflict resolution required;
*Exceptional verbal and written communication skills, especially in working across cultures;
*French language fluency (oral and written) and previous experience in sub-Saharan Africa, preferably West Africa, is required;
