Tetra Tech International Development Services (http://www.tetratech.com/intdev), headquartered in Arlington, Virginia, is currently accepting expressions of interest from qualified candidates for a Learning and Knowledge Manager position on a U.S. Agency for International Development (USAID)-funded project in Zambia. The goal of this project is to provide support to the Government of the Republic of Zambia in achieve a more stable, equitable and efficient tax system, which will result in improved compliance, an expansion of the tax base and revenue growth over time, and the creation of the fiscal space to increase priority spending and unlock the country’s growth potential.
The proposed activity will help Zambia improve domestic revenue mobilization (DRM) and expand the fiscal space for public spending and investments in service delivery and poverty reduction. The activity will engage both government and non-government stakeholders to build capacity in tax policy analysis, improve tax compliance and administration, and strengthen the tax culture in a manner that facilitates private sector growth and accountability relationships between taxpayers and the Government of the Republic of Zambia.
Working under the direction of the Chief of Party (COP), the Learning and Knowledge Manager provides the strategic guidance, vision, and management for successful monitoring, evaluation and learning of the activity. He/She will use learning strategies and informational, organizational and technical skills to implement and continually enhance systems for tracking and managing knowledge to improve the Activity’s operations and outputs. The role works closely with Activity leadership to ensure the strategic and functional integration of all knowledge and learning activities as well as active collaboration with donors, other implementers, and local counterparts.
*Bachelor’s degree or higher in business administration, economics, evaluation research, international development, public policy, statistics, or another relevant field; advanced degree preferred;
*Minimum of eight (8) years of demonstrated experience providing technical expertise in MEL activities, preferably for complex USAID or other donor-funded projects of similar size;
*Minimum of five (5) years of progressively responsible experience in a supervisory role related to designing, managing, and implementing results-based MEL activities;
*Demonstrated technical skills in analyzing quantitative and qualitative data, as well as experience in designing tools and strategies for data collection, analysis, and reporting;
*Extensive knowledge of reporting procedures, best practices, guidelines, and tools for MEL including impact evaluation;
*Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment;
*Professional proficiency in English is required.
