About
Palladium International and the Vanuatu Australia Policing and Justice Program – Stretem Rod Blong Jastis Mo Sefti (VAPJP) are seeking a full-time Legal and Policy Adviser to work with the VAPJP team for a period of 12 months. This role will be based in Port Vila and may involve provincial travel.

Objectives
The Legal and Policy Adviser will provide targeted skills development and learning opportunities for the Ministry of Justice and Community Services’ (MJCS) Legal Policy Officer/Adviser and others from the MJCS. The position will support cross sector capacity development to enhance the legal and policy function across the justice sector and will lead to law reform which could improve outcomes for vulnerable and at risk groups.

It will be imperative for the successful candidate to:
* Build productive working relationships with the Director-General (DG) of MJCS, the Policy Adviser, MJCS, JCS heads of agencies, other public sector legal officers and program personnel as appropriate.
* Provide capacity development to the staff of the MJCS and public law offices and prepare associated materials that can be used by other agency representatives to deliver training to support effective policy and legislative reform.
* Deliver, or facilitate the delivery of, targeted skills development and learning opportunities for lawyers from across the sector (where there is demand/interest).
* Provide support for the development of a law reform plan for the sector and support, as required, the progressing of those initiatives. This includes supporting the Director-General with his chairing of the Sector Leadership Group and progress the implementation of the JCSSS, in particular, but not limited to, the approved recommendations for the progress of juvenile justice and victims’ support by the sector.
* Among other responsibilities, the position will provide support to legal and policy initiatives supported by the program and agreed with the MJCS

Requirements
* Criminal law and policy experience particularly with respect to evidence, sexual offences, child protection, juvenile justice, domestic violence, homicide and drug offences.
* At least five years of experience in management and delivery of legal development or other legal work relevant to the work of the sector
* Understanding of and ability to design and implement capacity development and skills transfer activities
* Experience in preparation and delivery of adult professional training and development
* Demonstrated ability to work collaboratively and respectfully in a cross-cultural setting
* Understanding of gender and development issues (desirable)
* Previous experience working in Melanesian culture (desirable).
