Job Description

Project Background

The four-year USAID Liberia Local Empowerment for Government Inclusion and Transparency (LEGIT) project focuses on increasing the accountability, transparency, and effectiveness of sub-national government resources in Liberia by supporting the Ministry of Internal Affairs (MIA) and Governance Commission (GC) as they lead, monitor, and coordinate the implementation of the Government of Liberia’s (GOL) decentralization agenda. LEGIT is also working with local civil society organizations, and strengthening subnational institutions in Bong, Nimba and Grand Gedeh counties, and Gbarnga, Gompa and Zedru city corporations, to be more capable, transparent, and responsive to citizens.

LEGIT has four general objectives:

  • Increase the capacity of government institutions to make incremental and sustained progress in the implementation of the national policy on decentralization and local governance;
  • Strengthen the capacity of county administrators to coordinate and provide oversight of government activities across sectors;
  • Improve capacity of cities to manage revenues and deliver services; and
  • Increase citizen participation in planning and decision-making in the delivery of services in counties and cities.

Activity’s Purpose and Objectives

LEGIT is providing in-kind grant support to the GC to establish a Governance Resource Center. This Center will serve as a one-stop-shop for GOL staff, independent researchers, international development partners, journalists, and the general public on documents and information relating to governance, with an initial focus on decentralization (including information regarding GOL efforts to deconcentrate services at the local level and issues related to empowering local communities more generally). Another development partner has already provided support to expand the scope of the Center to include cross-cutting gender issues as well.

The prudent management of these documents and information is crucial to the success and impact of the Center, therefore requiring the short-term, intermittent, services of an experienced consultant with library science and document management experience.

Specific Duties

The Library Science / Document Management Specialist will carry out the following duties in close collaboration with the resource center coordinator and other relevant GC staff:

  • Identify types of data, published and unpublished documents, and records to be managed by the resource center;
  • Identify the information management challenges that may hinder the efficient and effective management of decentralization documents and information, and provide strategies to address these challenges;
  • Provide clear guidance on the development and implementation of a document management system for physical and online resources;
  • Depending on timing of consultancy, work with LEGIT, an information technology (IT) firm working on this activity, and the GC Grants and Monitoring and Evaluation (M&E) teams, to ensure that the IT software and hardware procured for the Center conforms to library science and document management best practices;
  • Develop a system to organize and manage the GC’s documents and information related to decentralization and develop classification systems to facilitate easy access to these materials;
  • Establish policy and operations guidelines concerning public and internal access and use of Center materials;
  • Build the capacity of staff to effectively supervise and manage the Center through targeted training, followed by remote coaching and mentoring; and
  • Develop sustainability plan for the Center.


  • Information and document management plan, comprised of:
    • Guidelines for establishing functional digital and physical records classification systems;
    • Actionable sustainability plan;
    • Training manual for GC Center staff;
    • Summary power point presentation for training GC Center staff; and
    • Policy and operations guidelines;
  • Brief final report highlighting key areas for consideration moving forward.

Requirements and Qualifications

  • Graduate training in library science, data management, or related field (MA preferred, but not required);
  • Demonstrated experience in information and document management;
  • Familiarity developing and managing online and physical collections;
  • Knowledge of current/emerging document description standards and access systems for physical and digital holdings;
  • Strong written and verbal communication skills;
  • Ability to work independently and collaboratively with colleagues; and
  • Fluency in English.
