Overview: IBTCI is seeking a local Evaluation Expert in support of the USAID/Rwanda Mid-term Evaluation of the Private Sector Driven Agricultural Growth (PSDAG) program. This is a short-term consultancy position based in Rwanda and the U.S. The Private Sector Driven Agricultural Growth project is a five-year (August 2014- August 2019) USAID-funded initiative with the aim of increasing smallholder incomes by promoting private sector investment. PSDAG has two primary complementary objectives: (1) To assist the Government of Rwanda (GOR) to increase private sector investment, and (2) To facilitate increased private sector investment by upgrading agricultural value chains. This position is contingent upon award.

Using your experience and subject matter skills, the Consultant will perform the following tasks. Tasks could include but not be limited to:

  • Participate in team meetings, key informant interviews, group meetings, site visits, and
  • draft the sections of the report relevant to his/her expertise and role in the team;
  • S/he also will participate in presenting the report to USAID or other stakeholders and be
  • responsible for addressing pertinent comments provided by USAID/Rwanda or other
  • stakeholders;
  • Responsible for providing recommendations for sectoral gaps found in the course of the evaluation;
  • This position will not authorize/require the consultant to have decision making authority on final work product.

Required Knowledge, Skills, and Abilities:

  • Post-graduate degree in monitoring and evaluation, international development, economics, agriculture, or a related field;
  • Be a Rwandan national with at least 4 years of field experience in agriculture, sectoral experience with agriculture, improved seed and/or private sector driven growth required;
  • Previous USAID evaluation experience is required;
  • Should understand and speak the local language(s);
  • Professional fluency in written and spoken English is required.

Minimum Requirements:

  • Post-graduate degree in monitoring and evaluation, international development, economics, agriculture, or a related field;
  • Be a Rwandan national with at least 4 years of field experience in agriculture, sectoral experience with agriculture, improved seed and/or private sector driven growth required;
  • Previous USAID evaluation experience is required;
  • Should understand and speak the local language(s);
  • Professional fluency in written and spoken English is required.

Education: Advanced Degree in relevant field (education, economics, public policy, statistics, or other relevant field) or higher required.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility: This position does not have supervisory responsibilities.
