Overview: IBTCI is seeking a local Evaluation Expert in support of the USAID/Rwanda Mid-term Evaluation of the Private Sector Driven Agricultural Growth (PSDAG) program. This is a short-term consultancy position based in Rwanda and the U.S. The Private Sector Driven Agricultural Growth project is a five-year (August 2014- August 2019) USAID-funded initiative with the aim of increasing smallholder incomes by promoting private sector investment. PSDAG has two primary complementary objectives: (1) To assist the Government of Rwanda (GOR) to increase private sector investment, and (2) To facilitate increased private sector investment by upgrading agricultural value chains. This position is contingent upon award.

Using your experience and subject matter skills, the Consultant will perform the following tasks. Tasks could include but not be limited to:

  • Will provide expertise and knowledge of the local Rwanda agricultural context
  • Coordinate meetings with local stakeholders
  • Will assist with the conducting of local focus groups and interviews
  • Responsible for ensuring high quality analysis and synthesis of evaluation products;
  • Responsible for ensuring the timely submission of relevant deliverables and products;
  • Responsible for designing, managing, and identifying quantitative and qualitative tasks, measure, and indicators;
  • Support the overall completion of evaluation deliverables;
  • This position will not authorize/require the consultant to have decision making authority on final work product.

Required Knowledge, Skills, and Abilities:

  • Post-graduate degree in monitoring and evaluation, international development, economics, agriculture, or a related field;
  • Be a Rwandan national with at least 4 years of field experience in evaluation, preferably with some sectoral experience with agriculture, improved seed and/or private sector driven growth;
  • Previous USAID experience is required;
  • Should understand and speak the local language(s);
  • Professional fluency in written and spoken English is required.

Minimum Requirements:

  • Post-graduate degree in monitoring and evaluation, international development, economics, agriculture, or a related field;
  • Be a Rwandan national with at least 4 years of field experience in evaluation, preferably with some sectoral experience with agriculture, improved seed and/or private sector driven growth;
  • Previous USAID experience is required;
  • Excellent demonstrated oral and written communication skills are required;
  • Professional fluency in written and spoken English is required.

Education: Postgraduate degree in relevant field (education, economics, public policy, statistics, or other relevant field) or higher required.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility: This position does not have supervisory responsibilities.
