Job Description

Chemonics seeks a billable long-term technical advisor for the Human Resources for Health in 2030 Capacity Building for Malaria Activity (HRH2030 CBM), to strengthen capacity in the fight against malaria in Chad. The activity aims to improve country Global Fund grant performance in nine countries in West and East Africa, including Chad, through changing policy or guidelines, improving monitoring and evaluation (M&E) systems, or reducing stock-outs through long-term technical advisors seconded to national malaria control programs (NMCPs). Advisors will work within and with NMCPs to provide technical support to build capacity and ensure collaboration with other partners to optimize malaria interventions supported by Global Fund resources and improve the management and overall effectiveness of the NMCP. The advisor will report directly to the HRH2030 CBM director, who is located in Washington, D.C., and receive technical oversight from the NMCP director in Chad. The position will not have supervisory responsibility within the NMCP. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Assist the NMCP in taking appropriate management actions (planning, implementation, M&E, etc.) to meet Global Fund grant requirements and/or conditions precedent to enable the implementation of supply chain management and stock related to Global Fund financing
  • Assist the NMCP to develop and review annual procurement and input management plans and procurement planning for better quantification of drugs, equipment and laboratory consumables
  • Assist the NMCP during distribution of health facility needs according to standards and deadlines
  • Support the NMCP to ensure quality assurance of products acquired and used throughout the distribution chain
  • Assist the NMCP in the development of the new 2019-2023 National Strategic Plan and the new 2019-2023 Monitoring and Evaluation Plan to ensure that supply chain management is included in the strategic documents. The advisor will also provide expert advice and practical experience to assist the NMCP and stakeholders to jointly measure inputs, outcomes, and progress toward program objectives
  • Support the NMCP in procurement and inventory management as well as M&E activities at the national and sub-national levels, including insecticide-treated net distribution campaigns and seasonal malaria chemoprevention
  • Assist the NMCP to monitor the supply chain, develop and support quantification-forecast-supply planning exercises, routine reporting mechanisms (e.g., PPMR, EUV), warehousing, and capacity building to ensure effective management of health products. Assist the NMCP to set up and manage software for monitoring and updating the supply plan (e.g., PipeLine)
  • Collaborate with the NMCP, implementing partners, and other stakeholders and donors such as the World Health Organization, UNICEF, the World Bank, and NGOs to identify gaps in procurement, medicines, and malaria commodity stockpiles management to ensure effective malaria-control coverage.
  • Assist the NMCP to develop plans to manage Global Fund activities, such as insecticide-treated net distribution campaigns. This includes providing managerial support to NMCP leadership to brainstorm and identify technical interventions to be covered by future Global Fund funding
  • Provide technical support to the NMCP to mobilize resources, particularly domestic ones, to sustain investments in the fight against malaria
  • Support the NMCP to produce timely contractual documents and reports (e.g., for the Global Fund)
  • Assist the NMCP to review the national strategic plan and annual action-plan and update the supply chain management procedures manual


  • Advanced degree in a health-related field. Specialized experience in fighting malaria preferred
  • At least 10 years of progressively responsible experience designing, implementing, and managing malaria and other health programs in developing countries. Experience in Africa preferred
  • Proven experience purchasing and managing inventory of medical products, medical equipment, and laboratory equipment
  • Demonstrated technical leadership, program management, strategic planning, policy experience, and problem-solving skills working on complex projects in a highly sensitive environments required.
  • Experience with large donor-funded public health programs, especially USAID, preferred
  • Functional knowledge and experience in last-mile distribution
  • Previous experience with or good knowledge of Global Fund operating procedures (proposal development and submission, M&E, and reporting)
  • Ability to work effectively independently and in a team with a broad range of local and U.S. government personnel and partners, communicate information to both health and non-health audiences, achieve consensus on policy, project, research, and administrative matters, and possess demonstrated skills in donor coordination and collaboration
  • Experience strengthening human resources for health management and organizational capacity and skills
  • Excellent verbal and written communication skills, tact, and diplomacy required to establish and develop sustainable working relationships and a high level of trust with public and private organizations and prepare reports and other materials
  • Excellent computer skills (Microsoft Word, Excel, PowerPoint, Outlook and Access, as well as SPSS and other statistical software) required to implement, analyze, and monitor, and manage activity goals, inputs, outcomes, and achievements
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and French required
