The Monitoring and Evaluation Advisor will provide technical advice and support to SC+PASS program management team on monitoring and evaluation of program implementation and outcomes. The M&E Advisor, with support from the Strategic Information Senior Advisor and MIS Associate, will be responsible for all monitoring, evaluation and reporting-related activities and requirements of the project. He or She will contribute to the design and management of program assessments and evaluations and promote a culture of evidence-based decision-making. He or She will contribute to the SC+PASS Swaziland program achieving agreed targets and being responsive to the Ministry of Health (MOH). He/She will ensure efficient usage of the COE resources, in order to meet the objectives of Baylor College of Medicine Children’s Foundation (BCM- CF) - Swaziland.
- Work closely with the country team in the development of technical assistance plans for the SC+PASS program in Swaziland.
- Support SC+PASS program activities implementation to adhere to PEPFAR, USAID and USG policies and procedures.
- Undertake other relevant activities as requested.
- Support the development of the Project’s M&E framework and performance monitoring systems, including developing M&E tools as needed as well as developing and maintaining a project database.
- Collection and analysis of data for project M&E in accordance with timeframes set forth in the work-plan.
- Support the documentation of best practices and facilitate the use of such data to drive program design and decision-making as well as for advocacy purposes.
- Provides technical assistance to build or strengthening MoH counterparts and other stakeholder capacity for data management and M&E
- Participate in the development of regular quarterly and semi-annual reports on work plan activities for the SC+PASS, PEPFAR/USAID Swaziland and any other reporting requirement for the SC+PASS project as needed.
- Directly supervise data clerks ensuring the adequacy of their performance and continuous professional development.
- Mentor staff to support professional development, including strengthening monitoring and evaluation technical expertise and leadership skills.
QUALIFICATIONS AND SKILLS
- Bachelor’s degree in public health (with emphasis in M&E), monitoring & evaluation, demography, statistics, analytics or a related field is required.
- At least three years of work experience monitoring and evaluation of performance-based programs funded by PEPFAR or USAID.
- Experience in data collection, statistical analysis, quantitative and qualitative research, and dissemination of results.
- Experience in designing survey and research tools as well as organizing and delivering training workshops
- Strong technical skills in data management, M&E, surveillance, mapping, and assessment.
- Ability to apply innovative thinking and problem solving; with flexibility to adapt to changing priorities and deadlines.
- Fluency in spoken and written English. Knowledge of SiSwati will be an advantage.
- Willingness and ability to travel within Swaziland as needed.
- Strong communication and interpersonal skills, and ability to work as part of a team.

About the Organization
Through the TSP Program, Baylor-Swaziland and Baylor-Malawi are partners in continuing the Systems for Improved Access to Pharmaceuticals and Services (SIAPS) program in Swaziland. The new project, Swaziland Supply Chain and Pharmaceutical Assistance for Sustainable Systems (SC+PASS) seeks to improve the delivery and consistent use of HIV, TB and other reproductive health commodities and essential pharmaceutical services to achieve desired HIV, TB and SRH health outcomes.
