Position Overview

The Monitoring & Evaluation (M&E) Technical Officer will provide advisory assistance to a portfolio of Pact programs, contribute to new business development and thought leadership initiatives. S/he provides MERL support during all stages of the project life-cycle: for example, they assist with program start-up by developing MEL systems for a variety of implementing contexts and sectors, lead on quality assessments, design and at times serve as principle investigator for assessments and evaluations. The Technical Officer supports the R&M team by building a global culture of rigorous and evidence-based learning, adaptive management, and accountability. The Technical Officer also coordinates closely with Pact’s technical teams to support improved quality for Pact programs to use data to tell their story of impact, and supports external though leadership through presentations at external events. The Technical Officer will support learning and knowledge management activities.

Key Responsibilities

Technical MERL Support for Quality Programming of Pact Projects Globally (50%)

· Serve as the lead M&E point of contact for a portfolio of projects, working with the project team to ensure projects are accountable to funder M&E requirements, learning and improving, and appropriately measuring outcomes and when possible, impact

· Provide start-up support to new projects, specifically to support the development of M&E systems plans, hiring of staff, and preparations for baseline assessments.

· Lead in designing evaluations and learning reviews for programs and across a technical portfolio

· Provide in-country training and mentoring support to Pact offices on their M&E plans, outcome measures, data management strategy, data quality audits (DQAs), data analysis (quantitative and qualitative) and use of data for decision making.

· Assist country offices in the design of evaluations including developing terms of reference, designing tools, providing sampling guidance, data analysis guidance, and assistance on how to manage and prepare for evaluations, and review of reports.

· Conduct technical training in monitoring, evaluation and learning to improve the capacity of MERL staff at the country office level to design, analyze, aggregate and use data for decision-making.

· Provide technical assistance to project teams in data workflow planning, appropriate use of technology, data security, and database design

New Business Development/Thought Leadership

· Provide technical proposal support on the design of logical frameworks, theories of change, measurement and metrics, draft MEL plans, and appropriate integration of MEL technologies

· Design MEL plans based on different sector type and funder priorities

· Create or update core R&M resource documents (evaluation policy, quality standards, capacity statement, core modules), and contribute to MERL trainings and discussions and sharing via the R&M Community of Practice

· Apply to and represent Pact’s work at conferences such as the American Evaluation Association (AEA) annual conference

Basic Requirements

· Bachelor’s Degree in social sciences, public health, international development, or related field and seven (7) years of experience or a Master’s Degree in social sciences, public health, international development, or related field and five (5) years of experience. Experience will include working with international development programs and MERL systems, with at least one (1) year in a low-resource setting

· Demonstrated knowledge and experience in one or more of Pact’s program areas: international health, livelihoods and economic opportunities, capacity development, conflict/stabilization, and/or governance

· Ability to multitask and build MEL systems for integrated projects

· Strong working knowledge of MERL principles, including qualitative and quantitative data collection and analysis, tracking outcome indicators, and design of program evaluations using mixed methods

· Demonstrated strong data analysis and visualization skills using SPSS, STAT, R, or similar package

· Strong facilitation, teaching and coaching skills related to MERL

· Ability to work independently, be accountable, and perform and prioritize multiple tasks

· Ability to establish and sustain interpersonal and professional relationships with Pact staff, donor organizations, and peer organizations

· Experience managing M&E for USAID, DFID, and other bilateral donors and/or foundations

· Excellent writing and communication skills

Preferred Qualifications

· Research and evaluation experience in integrated international development

· Technical expertise in health and economic development programs

· Fluency in relevant languages where Pact works (for example, French)

· Experience with qualitative analysis software, GIS systems, and/or data visualization software (NVivo, ArcGIS, Power BI, Tableau, etc.)
