Job Description

Proximity International has been selected to provide independent monitoring services for the Syria Recovery Trust Fund. Proximity is responsible for monitoring the implementation of project activities, which will include but may not be limited to: verification of fiduciary and physical assets, verification of activity progress, tracking of payments made inside Syria, adherence to eligibility and compliance regulations, and assessment of impact in assisted communities. Data will be collected through conducting on-site visits and verifications in Syria, to assess the accuracy of existing reporting mechanisms between implementing partners and the client organization.


The Team Leader is a senior role and will be responsible for the design, development and implementation of a project-wide due diligence monitoring, verification and evaluation system. Responsibilities will include client and staff management, oversight of all monitoring, verification and evaluation mechanisms, ensuring transmission and synthesis of collected data from the field into a custom knowledge management system, and leading report development on verification of assets, eligibility and compliance issues, performance and impact monitoring and overall assessment of the accuracy of client implementing partner field reporting on project status, progress and impacts. The Team Leader will be specifically responsible for:

  • Leading design and execution of monitoring and verification plan in project areas, providing guidance, technical support and oversite to maintain quality of monitoring processes.

  • Ensure accuracy and support analysis of collected data, including verification of physical and financial assets, physical progress of program activities, payments made inside Syria, eligibility and compliance issues, indications of impact on assisted communities and other reporting issues as necessary.

  • Oversee operation and usefulness of dedicated knowledge management system (KMS), assuring smooth transmission and synthesis of collected field data into KMS. Responding to usability issues ensuring use across the life-cycle of the project.

  • Leading the preparation of cumulative monthly, quarterly, and annual monitoring and verification reports (and more frequently when conditions require).

  • Regular client interfacing and presentation of findings

  • Contribute to the overall success of the project.


  • Ten years of relevant work experience and expertise in program management, public financial management, financial controlling, accounting, and/or auditing, business administration, field construction supervision/management, and/or social science

  • Expertise in financial management, auditing, engineering, procurement, and social impact assessment preferably with international exposure through Governmental institutions, NGOs, UN agencies, and/or other organizations

  • Proven written and oral professional communications, reporting skills, and project financial performance assessment experience are required

  • Strong managerial and technical leadership skills for managing client, corporate, and local partner interests and needs

  • Understanding and knowledge of the political and economic situation in Syria

  • Subject matter expertise in monitoring and evaluation and independent monitoring

  • Appropriate university or professional qualification

  • Fluency in English and preference will be given to knowledge of Arabic
