The MEASURE Evaluation Project, based at the Carolina Population Center at the University of North Carolina at Chapel Hill (UNC), is a global health project funded by the U.S. Agency for International Development (USAID). MEASURE Evaluation focuses on monitoring and evaluation (M&E) of population, health, and nutrition programs and improving health sector decision-making. The project is seeking an experienced Management Information System (MIS) expert to work with the Department of Social Welfare (DSW, Mainland) and Department of Elders and Social Welfare (DESW, Zanzibar) to strengthen the MIS for most vulnerable children (MVC) program.

Working with the Chief of Party and other staff, the DSW and DESW, the MIS Specialist will provide technical assistance for the implementation of the MVC MIS developed within the DHIS 2 platform in both Mainland and Zanzibar. Among the core responsibilities, the MIS Specialist will provide technical leadership, including coordinating with the University of Dar es Salaam, who have developed the MVC DHIS 2 database, as well as the DSW and DESW for effective implementation and use of data generated by the MVC data management system. The MIS Specialist will also assist in building capacity to use the MVC DHIS 2 data management system through training and mentoring of DSW and DESW staff and other stakeholders.

This position will be based in Dar es Salaam, Tanzania, with some travel anticipated in-country. This consultancy is expected to run from July - October 2018.

Required:
* A minimum of a bachelors…’ degree in a related discipline such as health informatics, computer science, information systems or related areas
* At least 4 years of experience in a related area (ex. managing and/or developing large electronic information systems
* Knowledge of database design/structure, particularly the DHIS 2, strongly desired
* Familiarity with data import and export functions from various formats
* Knowledge and experience implementing software design components including coding, code documentation, unit testing and debugging
* Knowledge on software best practices in an Agile / SCRUM environment
* Excellent communication skills and technical report writing
* Fluency in English and Kiswahili
* Legal right to work in Tanzania

Preferred:
* Experience with .Net, MS SQL, MySQL, PostgreSQL, JavaScript, HTML, XML preferred
* Experience in source code management
* Experience in health, community programs, social services, etc…
