Job Description

The Manager, Business Development will provide critical business development and proposal management support across business units. S/he will support support technical teams in identifying, prioritizing, and pursuing business development opportunities, focused on donor partners, including USAID, State Department, DFID, DFAT and others. The Business Development Manager will serve as a hub for Resonance’s Business Development needs across practices, coordinating pipeline development, managing proposals, monitoring proposal progress, and providing strategic analysis of Business Development efforts. This is a full-time position based in Washington, DC, or Burlington, VT, reporting to the Senior Manager, Business Development. Ability to travel internationally on short notice, and US work authorization required.


Identification and Tracking of New Business Opportunities

  • Identify and track Business Development opportunities and liaise with potential internal and external partners
  • Conduct research needed to inform opportunity tracking and proposal development
  • Provide ongoing strategic analysis of Resonance’s Business Development efforts to inform strong decision-making and planning
  • Develop a clear understanding of the current project portfolio, staff and firm capabilities, and communicate to potential consultants and clients
  • Develop capture plans for assigned opportunities and support practice area teams in developing capture plans
  • Research opportunities with new clients and new partners
  • Maintain and report on metrics for proposals and business development efforts
  • Manage CRM platform

Proposal Development and Coordination

  • Contribute to the proposal development process as proposal manager, technical coordinator, personnel manager, and/or corporate capabilities writer depending on the size/scope of proposal as needed including:
    • Develop and manage the proposal production calendar to ensure the team stays on schedule
    • Prepare and maintain proposal required documents and ensure proposals meet RFP requirements
    • Manage proposal production process
    • Write sections of proposals as assigned, including cross-cutting sections of the technical approach, institutional capacity and experience, management plans, personnel sections, cost proposal and annexes
    • Collect, track, fact-check, edit and compile required documentation from proposal team
    • Ensure proper and timely communications among the proposal team throughout the proposal preparation process
  • Coordinate with prime contractors and subcontractors to ensure timely delivery of required cost, technical and supporting documents required for proposal submission
  • Conduct periodic trainings on opportunity capture and proposal development for staff
  • Maintain up-to-date and continuously improve proposal manuals, templates and boilerplate materials, including ensuring most cost effective and efficient approaches to pricing and cost proposal development

Editing and Marketing Materials

In coordination with the Communications Team:

  • Draft and develop project 2-Pagers and maintain project descriptions up to date by working with our project implementation team
  • Develop capabilities statements for partners and clients
  • Assist in the development and writing of new marketing materials as needed
  • Review proposals and other documents and ensure formatting of proposal documentation adheres to Resonance style
  • Maintain proposal style guide and review final proposals for compliance with branding and style guides

  • Bachelor’s degree in business, international development, economics, or a relevant field required; Master’s degree preferred
  • At least 5 (five) years of experience in business development for federal clients and donors, preferably including USAID, DOS, MCC, DFAT, and DFID
  • Experience in full cycle business development including pre-positioning, pipeline development, capture, and proposal management
  • Knowledge of US Government proposal processes and contracting mechanisms, familiarity with USAID
  • Familiarity with public private partnerships and alliances preferred
  • Technical experience in one or more of the following areas: private sector development, corporate sustainability, food security, supply chain development, trade and competitiveness, technology for development, financial inclusion, impact investment, export and market development preferred
  • Excellent knowledge of MS Word, Excel, and Powerpoint
  • Enthusiastic, results driven team player
  • Strong project management, analytical and time management skills; highly organized and detail-oriented
  • Outstanding communication skills verbally and in writing
  • Ability to manage teams, initiate tasks, organize work, establish priorities in a time-sensitive environment, and meet deadlines with specific attention to detail and quality
  • Good interpersonal, group facilitation and motivation skills
  • Experience in tracking industry trends, federal spending, and awards
  • Extensive network of industry contacts
  • Proficiency in a foreign language (Spanish, French, or Arabic preferred)
  • Eligibility to work in US
