Family Planning 2020 (FP2020) is a global partnership that supports the rights of women and girls to decide – freely and for themselves – whether, when, and how children they want to have. FP2020 works with governments, civil society, multilateral institutions, donors, the private sector, and the research and development communities to enable 120 million additional women and girls to use family planning by 2020.

FP2020 is an outcome of the 2012 London Summit on Family planning and is based on the principle that all women and girls, no matter where they live, should have access to lifesaving contraceptives. Achieving the FP2020 goal is a critical milestone to ensuring universal access to sexual and reproductive health and rights, as laid out in Sustainable Development Goals 3 and 5. The FP2020 Secretariat is hosted by the United Nations Foundation.

The FP2020 Secretariat is structured to support, strengthen and accelerate country-led programs and priorities. The Francophone Countries Manager will execute against FP2020’s strategic approach for engagement with this regional portfolio, including current and potential commitment-making countries. This approach supports coordination and problem solving at the country/regional level, with the overarching goal to enhance the ability of women and girls to access and use family planning information and services in line with country-identified priorities. The Manager reports to the Country Support Director and will supervise the Senior Associate for Francophone Countries.

Essential Functions

Engagement with FP2020 Focal Points, Partners and Stakeholders

  • Under the supervision of the Country Support Director, and in collaboration with FP2020 Core Conveners, country-based focal points[1] and other Secretariat teams, contribute to the development and execution of rights-based country-specific prioritized actions and Costed Implementation Plans for the commitment-making countries in this regional portfolio.
  • Work closely with the Senior Associate, the 15 FP2020 commitment-making countries in this region, and partners to design and execute Regional Focal Point Workshops (held approximately every 18 months).
  • Support countries in reaching their FP2020 commitments, specifically through the execution of their FP2020 prioritized actions and the development/execution of the countries’ Costed Implementation Plans.
  • In collaboration with the Postpartum Family Planning Manager and Associate, ensure postpartum and post-abortion family planning (PPFP/PAFP) are incorporated within countries’ prioritized actions for countries where these areas have been identified as a high priority and support focal points’ execution of those priorities.
  • In collaboration with the Regional Associate, lead evidence-based dialogue and decisions with national governments and country-level partners in this regional portfolio.
  • Share innovations to improve access to affordable, quality contraceptive commodities at the country level.
  • Working collaboratively across the Secretariat, contribute to country/regional-level sharing of effective practices (including High Impact Practices for FP), lessons learned, and available tools across the Francophone countries.
  • Coordinate with relevant external partners (especially with the Ouagadougou Partnership Coordinating Unit) and proactively identify opportunities for collaboration with new partners to advance FP2020 goals.
  • In partnership with relevant FP2020 staff, contribute to preparing and disseminating data, lessons learned, and best practices from the FP2020 community/partnership.
  • Contribute to FP2020’s strategic thinking, planning, and organizational development, as needed.

Program Management

  • Collaborate within the Secretariat to support the Francophone countries at the country and regional levels. This will include using an internal performance dashboard with performance indicators and granular milestones.
  • Provide support to deliver on cross-cutting FP2020 Secretariat functions in Francophone countries such as: promoting a rights-based approach to FP policy, programs, and service delivery; highlighting evidence, country data, and High Impact Practices (HIPs); ensuring programs reach and meet the needs of adolescents and young people and other marginalized groups such as those living with disability; and working with countries to build resilience plans for FP in times of crisis and displacement.
  • Contribute to the Secretariat’s annual work plans and budgets that execute against FP2020’s strategic approach for engagement with countries in this regional portfolio. Identify opportunities to review work plans and budgets and adjust the Secretariat’s activities accordingly.
  • Liaise closely with the Data & Performance Management team to monitor country progress toward achieving and fulfilling country commitments and, as needed, suggest realignment of FP2020 support and efforts for this regional portfolio.
  • Coordinate with the Global Advocacy, Rights, and Youth teams to ensure FP2020 country activities are deeply grounded in a rights-based approach. As part of this collaboration, work closely with the Advocacy and Civil Society Engagement Manager, to ensure continued engagement of civil society focal points and with the Adolescent and Youth Engagement Manager to engage youth networks, including recently appointed youth representatives and focal points.
  • Contribute to decisions on optimal allocation of resources, proper documentation, tracking, and monitoring of activities across Francophone countries with other relevant grants administration and finance staff.
  • Manage portfolio-related contracts/contractors.
  • Draft and support high quality reporting to senior leadership of FP2020, Core Conveners, and the UN Foundation.
  • Work closely with the Senior Manager, Rapid Response Mechanism regarding review of applications and monitoring of funded projects in this regional portfolio.

External Relations and Communications

  • Liaison with FP2020 Reference Group members from Francophone countries to support their preparations and technical contributions to annual meetings. Additionally, draft clear and concise executive summaries of countries’ achievements and challenges, as needed.
  • Participate in FP2020 external events, meetings and on task teams as needed.
  • Identify opportunities and events/conferences to highlight FP2020 and the accomplishments of the FP2020 movement, especially with regards to countries in this regional portfolio.
  • In collaboration with the Communications team, identify, draft, and support development of content and messaging that can be featured in the FP2020 newsletter, website/social media, and/or annual progress report.
  • Contribute to the development of FP2020’s global accountability infrastructure as well as analysis of data and the development of the FP2020 annual progress report on activities and performance.
  • Collaborate with relevant FP2020 staff to develop content for internal and external communications for the Francophone Countries and FP2020 overall.
  • Oversee the drafting of relevant regional portfolio inputs to meet reporting requirements for donors.

Selection Criteria

  • In addition to having a proven ability to carry out the above responsibilities, the successful candidate will have the following knowledge, skills, and abilities:
  • Advanced degree(s) in public health, public policy, international development, business administration, economics or other directly related field.
  • Minimum of 7 years of professional experience in international reproductive health/family planning, including supervisory experience.
  • Ability to think strategically and drive project implementation is critical, including strong project management expertise with an ability to move projects forward from inception to implementation to completion.
  • Prior experience working in residence in developing countries preferred, especially in any of the 15 countries in this regional portfolio.
  • Experience in working with multi-stakeholder partnerships including donors, multi-lateral agencies, developing countries and civil society organizations; experience with the Ouagadougou Partnership countries and Ouagadougou Partnership Coordinating Unit (OPCU) preferred.
  • Proven record of coordinating development partners and managing effective mechanisms for monitoring and reporting at global, regional, and country levels.
  • Continuous learning skills and the ability to synthesize information.
  • Exceptional interpersonal skills and cultural competencies.
  • Excellent writing, editing, presentation, communications, and research capabilities, with advanced knowledge of and proficiency with Google and MS Office products.
  • Fluency in English and French essential.
  • Willingness to travel (up to 25% time) with the ability to represent the organization with professionalism, diplomacy, and aplomb.
  • Ability to manage multiple work streams and personnel under pressure.
  • Ability to meet regular attendance/tardiness policy.
