Background to the position
Fauna & flora International (FFI) acts to conserve threatened species and ecosystems, choosing solutions that are sustainable, based on sound science and take account of human needs. Founded in 1903, FFI currently works in partnership with local-based organisations in over 40 countries, building or supporting local capacity to address priority conservaiton needs, often in areas, or for species, neglected by other organisaitons. FFI provides practical support for activities such as protected area management, landuse planning, biodiversity surveys and monitoring, patrols, habitat restoration, awareness raising, stakeholder dialogue and the promotion of sustainable livelihoods. FFI has been implementing conservation activities in Indonesia since 1996 under a Memorandum of Understanding with the Ministry of Forestry and has been active in Aceh since 1998, working closely with the Nature Conservation Agency – Aceh, district governments, traditional community leaders and communities. For the last six years, FFI has been working in Aceh to protect areas of primary forest and ensure the long-term conservation of the biodiversity they contain.
Since the 26h December 2004 Tsunami, FFI has been working with the government and communities of Pulau Weh Island to assist the recovery of the coastal habitats and the natural resource dependent livelihoods of people in two villages on the island. The island is reknowned for its coral reefs, some of which are protected by a 6,000 ha marine protected area. The team in Pulau Weh are rehabilitating mangroves, rebuilding fishermen?s boats, supporting patrolling of the 6,000 ha protected area, and working with multiple stakeholders to develop and implement a strategy for sustainable tourism on the island.
FFI has secured two year funding to continue these activities and to implement a considerable programme of micro financed community development activities in support of tourism development and environmental protection. Key activities to be implemented over the two years of the programme include: Pulau Weh ecotourism strategy and action plan development; Community and Government collaboration/network structure support; Research and data collection; Tourism enterprise training; tourism infrastructure development; Community enterprise support; Marine protection and environmental awareness; and Promotion of Pulau Weh.
The position of Marine Programme Coordinator will be a part of the Senior Management team for the Aceh Programme and will report to the Aceh Programme Manager.
Job Purpose
To manage implementation of the Marine Programme of FFI-Aceh Programme according to the agreed Programme Strategy and donor agreements.
Location
Based on Pulau Weh with frequent travel to Banda Aceh
Duties and Responsibilities
- Hold overall responsibility for development, planning, implementation and monitoring of Marine Programme activities. - Ensure the set up and effective running and input to the project of the Steering Committee in collaboration with government and community stakeholders. - Lead FFI?s input to the development the tourism strategy, support its integration into government plans and ensure the project activities are aligned with, and contributing towards, implementation of the strategy. - Identify needs and respond to these for establishment and running of community groups and private enterprises in various sectors, ensuring access to benefits and participation across the community. - Develop and maintain networks with stakeholders in marine conservation and community based tourism. - Manage, support and provide guidance to programme staff to implement the Programme Plan. - Prepare and submit regular technical and financial plans and reports as required by FFI, including quarterly work and budget plans, quarterly activity reports and donor reports. - Provide line management to Component staff, including conducting annual appraisals.

Special Requirements/Specifications
Essential - Knowledge and experience of Project Management, including work planning, budgeting, reporting and personnel management. - Proven ability to engage with local government stakeholders and facilitate dialogue between government and communities. - Experience of working with, and developing community institutions, to develop and articulate their interests, and achieve their community development goals. - Ability to manage consultant inputs including preparation of Terms of Reference, integration of experts into the project team and monitoring of performance and outputs.
Desirable
- Experience of implementing micro-finance community development projects - Knowledge of Marine ecology/ tourism development / education and awareness strategies
Salary Grade and scale
The position is grade E (monthly salary in the range of Rp 5-8 million)
Contract Length
