Job Description

Chemonics seeks a Market Dynamics Manager for the USAID Global Health Supply Chain Program- Procurement and Supply Management (GHSC-PSM) project located in Arlington, VA. The Market Dynamics Manager is a senior role leading assessment of market trends, suppliers and products with the goal of improving sourcing strategies for HIV/AIDS medicines and supplies, and other products as requested. The Manager will ensure strategic direction and priorities of category specific procurement activities are implemented to achieve client and corporate objectives and support sourcing events and contract-related negotiations. The Market Dynamics Manager will report directly to Strategic Sourcing Director. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
GHSC-PSM is the primary vehicle through which USAID will 1) procures and provides health commodities; 2) provides technical assistance to improve partner countries’ management of the supply chain; and, 3) collaborates with key international stakeholders to support global health initiatives. The project encompasses three primary objectives: global commodity procurement and logistics; systems strengthening to support in-country supply chain management; and collaboration via strategic engagement to improve long-term global supply of health commodities. Responsibilities include:
  • Contribute essential analysis and recommendations to strategy development, using historical procurement data, market research and analytics, quality assurance inputs, supplier and partner intelligence, and Supplier Management team input
  • Lead strategy updates, as needed, to respond to changes in market conditions, the supplier base and client needs. In so doing, collaborate effectively with client and partner technical representatives
  • Support efforts to assess and enhance strategic sourcing processes across categories of suppliers, engaging existing and new vendors, to negotiate best value, pricing and other relevant terms in contracts
  • Work closely with GHSC-PSM headquarters and field office functional teams and USAID stakeholders to collect critical market and supply chain inputs and assess commodity sourcing opportunities and risks. Build consensus via the Commodity Council governance structure
  • Manage the agenda and work of one or more commodity councils, in coordination with the executive sponsors and technical leads, to provide overall governance of sourcing strategies and category management
  • Lead or support technical working groups. Serve as a key internal resource for other sourcing events. Provide project management support as needed
  • Monitor and report status and results of strategic sourcing activities to GHSC-PSM and leadership
  • Respond to ad hoc data requests from the client
  • Perform other duties and responsibilities as required
  • Master’s Degree in a relevant discipline or equivalent years of experience in a relevant field
  • Minimum 10 years of experience in supply chain, health field, project management or relevant experience
  • Experience liaising with suppliers, clients and partners in analytic, strategy development and procurement activities
  • Demonstrated ability to communicate clearly and concisely both orally and in writing
  • Ability to work both independently and as part of a team
  • Familiarity with PEPFAR’s beneficiary countries or other resource constrained countries preferred
  • Prior experience with public health supply chains and/or HIV/AIDS supplies and services preferred
  • Procurement, supply chain, and/or technically relevant work experience preferred
  • Familiarity with pharmaceutical procurement preferred
  • Experience living or working in developing countries preferred
  • Demonstrated leadership, versatility and integrity
