Program: Livelihoods Improvement for Women & Youth in Addis Ababa (LIWAY)

Reports to: Deputy Country Director, Ethiopia

Location: Addis Ababa, Ethiopia, but working remotely required during COVID-19 travel restrictions

Duration: ~6 months

2 About the Project

LIWAY is a five-year program implemented by a consortium of partners composed of SNV Netherlands Development Organization (SNV), Mercy Corps (MC), TechnoServe (TNS) and Save the Children International by the financial support from the Swedish International Development Cooperation Agency (Sida). The overall objective of the program is to contribute to sustainable poverty reduction and social stability in Addis Ababa. The specific objective is to improve the livelihoods of 200,000 poor people, of which at least 50% are women and 75% youth, by increasing their income and access to economic opportunities. The program is achieving this through activating, catalyzing and promoting market-based solutions to address systemic constraints that undermine the potential of selected sub-sectors in creating jobs and increasing income for the poor women and youth in Addis Ababa. Program implementation is based on the Making Markets Work for the Poor (M4P) approach.

TechnoServe is leading LIWAY’s “Growth Sector” interventions. We have defined the Growth Sector as medium and large manufacturing industries (food and beverage, textile and garments, footwear, chemical industries, pharmaceutical…etc.) and grade 1-3 construction companies that employ significant number of LIWAY’s target beneficiaries: poor women and youth. In LIWAY, TechnoServe is addressing constraints impeding the growth of these Growth Sector Firms to support the creation of more and higher-paying jobs for poor women and youth. Our current portfolio of live interventions include: HR performance management systems, changing the mindset of leadership, developing HR skills for the sector, manufacturing efficiency and production management, input supply platform and sales and marketing. TechnoServe’s interventions are implemented by five full-time TechnoServe employees, all based in Addis Ababa, Ethiopia and supported by additional colleagues on a part-time basis.

3 Role on the team

The Fellow will play a critical role in research, analysis and intervention design for TechnoServe’s Growth Sector interventions. One important way the Fellow will contribute to the team is by researching international experiences and best practices from other relevant contexts, identifying learnings and making recommendations to inform the design of interventions. Furthermore, the Fellow will, support the team to strengthen their skills in gathering and analyzing relevant data, including comparative data from other contexts and case studies. A critical part of the Fellow’s responsibilities includes building the technical skills of the team in terms of research, data analysis, and structuring information, using MS Word software and clear/persuasive writing in English as well as other communication skills. Giving feedback and providing coaching to team members will be critical to the success of this Fellows project.

4 Responsibilities

The Fellow will support and advise TechnoServe’s LIWAY team on the live and new Growth Sector interventions, such as the illustrative ones listed below. The Fellow’s work plan and priorities will be developed in collaboration with the team, based on top priorities and the Fellow’s specific skillset:

● Cross-cutting:

o Build the technical/software, analytical and communication capacity of colleagues on TechnoServe’s LIWAY team through training and informal coaching

o Support deepening of the team’s understanding of and fluency with the Marking Markets Work for the Poor (M4P) approach

o Support analysis of progress and reporting writing, as needed

● HR performance management systems:

o Support the team and consultants to develop an appropriate HR performance management system for Growth Sector manufacturing firms by researching other systems in similar contexts, generate recommendations for the design and suggest parameters and approaches monitoring and evaluating new system in implementation

● Changing the mindset of leaders of GS firms through influencing:

o support the design of virtual and in-person senior-level networking events to positively influence GS firm managers and owners in their leadership development process

o Research and analyze leadership models within the manufacturing sector in other countries with similar contexts, generate recommendations based on transferrable

o identify strategies and opportunities for influencing leaders to invest more in their workforce, particularly supporting the employment of poor women and youth

● Developing HR professionals for Growth Sector:

o Based on relevant international experiences and best practices, review new training curriculum for HR professionals and identify ways to strengthen and improve it

o Support the development of the monitoring and evaluation approach to assessing the effectiveness of the training

● Manufacturing efficiency and production management:

o Support the design of a new intervention aimed to increasing the production efficiency within Growth Sector manufacturing firms, building on progress achieved through earlier interventions.

● Textile sector’s digital platform for supply/demand of inputs

o Review and identify opportunities for improving the effectiveness and sustainability of the design and deployment of the digital platform

● Strengthening Sales and marketing practices within GS firms

o Review current practices and based on relevant international best practices, make recommendations on improving marketing and sales and activities, such as branding, marketing mix, etc.

5 Required Qualifications and Capabilities

● Degree qualifications in business, economics, or other relevant field of study required; Master’s degree preferred but not required

● At least 3 years of professional work experience

● Fluency in written and spoken English

● Fluency in business software (Word, Excel, PowerPoint etc.)

● Demonstrated analytical capabilities

● Strong interpersonal and excellent oral and written communication skills, including report writing and presentations

● Experienced in supporting and building the capacity of others in a professional setting, including giving colleagues constructive feedback to guide their development

● Highly organized, ability to structure and manage complex tasks; attention to detail while at the same time, an ability to identify macro-level conclusions

● A passion for economic empowerment of women and youth

7 Preferred Qualifications and Capabilities (not required)

● Experience working with women and youth employment and entrepreneurship

● Familiarity with Market Systems thinking and Market Systems Facilitation

● Experience remotely supporting teams and activities

● Management consulting background

● Experience working/living in a developing country, in East Africa a plus

● Knowledge about the global manufacturing sector

● Private sector work experience

8 Remuneration and Logistics

As this is a pro bono consulting position, TechnoServe will not provide fees for the services completed. However, if TechnoServe’s international travel restrictions are lifted and the Fellow’s travel to Ethiopia can be justified as necessary, TechnoServe will cover travel-related costs including international airfare, in-country accommodation, in-country transportation, a per diem for living expenses, visas and vaccinations, and emergency evacuation insurance.
