Afghanistan Competitiveness Of Export-Oriented Business Activity

Monitoring, Evaluation and Learning (MEL) Director

Project Background: DAI is implementing the USAID funded Afghanistan Competitiveness of Export-Oriented Business Activity (ACEBA) Program. The objective of this program is to enhance capacities of Afghan exporters and micro, small, and medium-sized enterprises (MSMEs) associated with export-oriented value chains, such as carpets, marble and granite, precious stones and jewelry, textiles, and cashmere as a means of promoting sustainable economic growth and increasing employment.

Purpose: The MEL Director will oversee the ACEBA MEL system, with the objective of measuring the progress and accomplishments of the ACEBA Program against established indicators and meeting client requirements for reporting on indicators and other performance data. The MEL Director will finalize the Activity Performance Monitoring Evaluation and Learning Plan (AMELP), ensuring a consultative process with ACEBA management and staff and USAID.

Responsibilities and Key Tasks:

The MEL Director will be responsible for the below tasks:

  • Develop the AMELP in cooperation with the project management and USAID, and establish project indicators with baselines and targets. Maintain and update the AMELP as needed over LOP.
  • Set up the M&E system for the project – indicators with their PIRS, data collection methods and tools, data analysis and reporting methods, standard operating procedures for all steps of data management, data quality assessment procedures, systems/databases for storage (and analysis) of data.
  • Train M&E staff on the data collection, analysis and management procedures
  • Train all project staff on the need for M&E and M&E procedures and assist various components to conform to the reporting framework/guidelines laid down by the M&E system
  • Coordinate with project senior management team to develop learning agenda and operationalize collaborating, learning, and adapting (CLA) methodology into project activities.
  • Lead the customization of management information systems (MIS) to track performance indicators against targets
  • Review data collection processes and refine/update the MEL system and AMELP as needed.
  • Develop data collection and management protocols and oversee cleaning and maintaining of data stored in the MEL database.
  • Monitor and evaluate progress against targets by beneficiary and report progress.
  • Consolidate regional data, synthesize for reporting and provide training as needed.
  • Facilitate additional MEL training to staff as necessary.
  • Supervise M&E Regional Coordinators and Senior M&E Officers.
  • Other duties as assigned by the Chief of Party.

Qualifications:

  • Senior: Master’s degree in a related field with a minimum of 12 years of relevant experience, or a bachelor’s degree with a minimum of 14 years of relevant experience. Mid: Master’s degree in a related field with a minimum of 6 years of relevant experience, or a bachelor’s degree with a minimum of 8 years of relevant experience.
  • MEL Experience on USAID projects preferred.
  • Demonstrated experience designing and conducting data quality assessments/data audits and implementing its results preferred.
  • Demonstrated ability to work collaboratively with team members and institutional and private-sector partners and stakeholders.
  • Proficiency with data collection and data visualization software preferred.
  • Familiarity with context and culture of Afghanistan preferred.
  • Excellent English writing, speaking, and reading skills.

Location and Reporting: The MEL Director will be based in Kabul, Afghanistan and will report to the Chief of Party.

Conditions of Work Requirements:

Work and living facilities are in high security zones with frequent security drills and protocols and limited access to medical facilities. General work environment and living quarters requires ability to walk numerous flights of stairs on a daily basis. Security protocols require the individual in this position to be able to quickly climb multiple flights of stairs while wearing 30 lbs. of personal protective equipment, walk swiftly or run across uneven terrain without assistance, and enter and exit project vehicles without assistance.
