CARE is a leading international non-governmental organization (NGO) fighting global poverty through humanitarian relief and long-term development initiatives, and with a specific focus on promoting gender equality, particularly promoting women’s and girls’ rights. As part of its CARE 2020 Program Strategy, CARE is increasingly seeking to multiply impact at all levels including through advocacy activities at regional and national level. In the Middle East and North Africa region (MENA), CARE’s efforts are guided by a Social and Gender Justice Framework which among other things, prioritizes addressing Gender-based violence (GBV) as a programming and advocacy priority. CARE has developed an Impact Growth Strategy for fighting GBV in the region, which will leverage three impact multipliers: accelerating innovation, advocacy and partnerships. The focus of the strategy is on addressing some of the most prevalent forms of GBV in the region which include domestic violence, sexual harassment, and child, early and forced marriage (CEFM).

CARE is seeking a talented individual to take on the position of MENA Regional Advocacy Coordinator for Gender Justice to lead the execution of a regional advocacy strategy to address GBV, build country offices’ capacities to undertake advocacy on GBV and other gender issues and coordinate with partners and key stakeholders to achieve CARE’s impact goals. This regional advocacy strategy on GBV aims to promote strategic and joined up advocacy action amongst CARE’s country offices and partners in the region, with a particular focus on select countries (e.g. Jordan, Egypt, Turkey and the Caucasus region), with the goal of promoting sustainable policy and social change and strengthening the ability of women’s activists and civil society groups to take strategic action.

We expect the Advocacy Coordinator to provide leadership and inputs for implementation of the regional advocacy strategy, support the regional team and country offices in the implementation of the strategy, strengthen analysis of public policies related to GBV and identify gaps and barriers in their implementation and engage with and support strategic regional and national platforms, networks and movements that are engaged in efforts to address GBV and advance women’s rights.

The ideal candidate will understand the fundamentals of building an advocacy strategy and implementation plan, can contribute to building this capacity with colleagues throughout the region and comes to the work with experience of advocating for the rights of women and girls in development or humanitarian contexts. It is understood that his/her work will focus on GBV but this focus may expand over time to incorporate advocacy on issues such as women’s economic empowerment and humanitarian response, which are also priorities for the region.

Primary Skills:

  • Degree level qualification in an international development or policy-related field.
  • Excellent communication skills, written and oral, with ability to create documents in English.
  • Demonstrated experience of context analysis, policy analysis, design and implementation of advocacy strategies and the application of evidence for decision making, working in networks and inter-institutional and inter-governmental alliances.
  • Demonstrated experience in building partnerships with diverse civil society actors especially women’s organisations, government departments, academia & NGOs to secure commitment around common goal
  • Strong understanding of the political and legal systems related to women’s rights and GBV prevention in MENA countries
