Position: Mining Advisor to the Ministry of Mines and Industries Location: Kabul, Afghanistan Duration: 150 days
Afghanistan Reconstruction and Development Services is an organization of the Afghan Government, consisting of a Procurement Unit and a Technical Assistance and Feasibility Studies Unit (TAFSU). ARDS’ overall role is to provide support to the Afghan line ministries. The TAFS unit coordinates feasibility studies and recruits technical advisors on request of the different line ministries. TAFSU is now looking for a mining advisor to assist the Ministry of Mines and Industries in Afghanistan for six months.
The objective of the consultancy is to advise the ministry in formulating mining priorities in Afghanistan. The scope of services comprises the assessment of mining operations at the ministry and enterprise level to determine next steps that will promote private sector participation, emphasizing on financial review with appropriate technical background. The main issues to be addressed by the advisor are a) the minerals law and regulations/regulatory processes, b) the tender of Aynak copper deposit, c) emergency coal rehabilitation equipment procurement, d) small-scale mining assessment/capacity building, e) artisan crafts (gem stones), f) assistance in design of effective, operational mining functions at the MMI, g) development of mining transition plan, h) training and skills transfer to the MMI.
The successful candidate will have at least 10 years experience in mining, mineral policy development, and international project development and an accredited degree in Mining Engineering, Business Administration, or Mineral Economics alongside with experience in mineral policy development in developing countries. You have designed and developed projects and programs in post-conflict situations and have an understanding of institutional development, working knowledge of donor / government interactions, donors practices, procedures, and technical assistance protocols. You possess project management skills, have participated in stakeholder consultation and analyses. Any conversational Dari would be an advantage and you should have good writing skills.
