Job Description

We are looking for Monitors to be deployed to multiple duty stations inlcuding Gaza , Cyprus, Cairo and Jordan

Pursuant to United Nations Security Council Resolution 2720 (2023), the United Nations has established a mechanism to accelerate the provision of humanitarian relief consignments to Gaza through states not party to the conflict. The mechanism aims to expedite, streamline, and accelerate the clearance, approval, screening, inspection, and entry of all commodities required to meet the humanitarian, reconstruction, and early recovery needs of Gaza’s 2.2 million residents.

The Monitor plays a critical role in ensuring integrity, transparency, accountability, and end-to-end tracking of consignments under the UN2720 Mechanism (hereafter “the Mechanism”). The position provides impartial monitoring, verification, documentation, and coordination across multiple clearance and inspection points, including inside Gaza.


To ensure the effective functioning of the UN2720 Mechanism by monitoring, verifying, and documenting the movement of humanitarian cargo; coordinating with relevant stakeholders on approvals and inspections; and maintaining rigorous reporting and database integrity to support end-to-end tracking of consignments.


Clearance, Approval, and Stakeholder Coordination


  • Review and validate consignor clearance requests, ensuring completeness and compliance with UN2720 documentation requirements 

  • Coordinate with all relevant national and international entities on approvals, customs inspections, and procedures.

  • Serve as the primary focal point for consignors, consignees, and implementing partners throughout the clearance and movement process.

  • Represent the UN2720 Mechanism during monitoring, screening, inspection, and other relevant UN2720 processes.

  • Facilitate information flow between consignors, inspection teams, and UN2720 colleagues to ensure the timely movement of consignments along designated corridors.

Monitoring, Screening and Field Verification

  • Monitor the screening and inspection process for humanitarian cargo at designated route points outside and inside Gaza.

  • Track approved consignments through all stages of the supply corridors prior to entry, ensuring real-time updates.  Gaza.

  • Observe inspections, scanning, handling and offloading of cargo, ensuring compliance with Mechanism guidelines and documenting irregularities.Conduct verification missions inside Gaza to confirm entry, onward transfer, delivery, and arrival of consignments to intended civilian destinations. 

  • Monitor handover and distribution to final consignees, ensuring evidence-based verification and timely updates to end-to-end tracking records.

  • Report any non-compliance, diversion, delays, or bottlenecks observed during the monitoring cycle. 

Documentation, Reporting, and Data Integrity

  • Ensure that all relevant sections of  inspection, tracking, and verification database are accurately and consistently populated.

  • Prepare high-quality monitoring, inspection, and verification reports in accordance with UN2720 reporting templates and SOPs.

  • Provide analytical inputs on movement trends, bottlenecks, and operational risks to support prioritization and strategic decision-making.

  • Maintain rigorous documentation standards contributing to overall Mechanism integrity.

       Operational and Mission Support

  • Support operational planning for clearance, inspection, and verification missions, including coordination with logistics, security, and partner entities.

  • Provide reliable information on shipment status, approvals, and emerging constraints to facilitate timely operational adjustments.

  • Contribute to continuous improvement of monitoring methodologies, SOPs, and quality assurance mechanisms.

  • Perform other duties related to the UN2720 Mechanism as assigned
