Monitoring and evaluation/key performance indicator specialist

Job Description

Chemonics seeks a monitoring and evaluation (M&E)/key performance indicator (KPI) specialist for an anticipated opportunity to provide outsourced services to support the Global Fund’s Pooled Procurement Mechanism (TGF PPM). PPM is the primary vehicle through which Global Fund procures and provides health commodities to its principal recipients around the world. The M&E/KPI specialist is responsible for ensuring data is captured, shared, and analyzed; develops metrics to track end-to-end supply chain performance; and works closely with the management information system liaison, leadership team, and other stakeholders. This position is based in the Netherlands. Chemonics is unable to provide relocation assistance and/or sponsorship. Responsibilities include:

  • Manage initiatives to improve project’s performance management plans (PMPs) and M&E system design and implementation
  • Develop KPIs and metrics that track end-to-end supply chain performance
  • Direct research and knowledge sharing products/events to build awareness and application of existing and potential M&E methodologies
  • Contribute to the strategic design, management, and implementation of impact evaluations or assessments
  • Participate in external industry events related to M&E knowledge sharing
  • Liaise with client and stakeholders to promote knowledge of M&E methodologies, including appropriate outcome and impact indicators
  • Conduct ad-hoc data analyses per business needs
  • Initiate improvement in PMP standards and develop ways to leverage lessons learned and innovations


  • Bachelor’s degree required; master’s degree preferred
  • Minimum of three years of experience in M&E systems design, performance measurement, indicator selection, quantitative and qualitative data collection and analysis, and database management required
  • Authorization to work in the European Union required
  • Supervisory experience required
  • Expertise in qualitative and quantitative research and evaluation methodologies
  • Knowledge of the Global Fund to Fight AIDS, TB and Malaria and its operations
  • Knowledge of current M&E; geographic information systems; organizational learning; and impact evaluation assessment trends, debates, methodologies, and resources
  • Excellent verbal and written communications skills
  • Ability to draft and deliver timely, high-quality evaluation reports
  • Knowledge of website applications, Microsoft Office, and data analysis software (e.g., Stata, SPSS, Epi Info)
  • Experience living or working in developing countries preferred
  • Willingness to travel and work abroad a minimum of 4 to 8 weeks per year
  • Ability to work independently and in a team environment
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; proficiency in a foreign language preferred
