RTI International is seeking Monitoring and Evaluation Manager Candidates for the All Children Reading-Cambodia project, funded by USAID. The position will be based in Phnom Penh, Cambodia.

Program Background: The All Children Reading-Cambodia project will improve the early grade reading skills of children in grades 1 to 2 in Cambodia. The project will assist the Ministry of Education, Youth, and Sport, its development partners, nongovernmental organizations, and the private sector in harmonizing early grade reading (EGR) teaching and learning approaches in Cambodia. It will also help coordinate and support the implementation of rigorous, feasible, practical, scalable, and inclusive EGR interventions and models in Cambodia.



Job Summary: RTI seeks a Monitoring and Evaluation (M&E) Manager to manage and implement the All Children Reading-Cambodia Project’s M&E systems and procedures. The M&E Manager will work closely with other M&E project staff and provide guidance in data collection and analysis and support the development of information systems and program indicators. *This position is for Cambodian nationals only*

Essential Duties:
  • Maintain the Project’s M&E system, including the tracking of performance indicators, milestones and baseline conditions;
  • Assist with the collection, analysis and reporting on performance indicators by other team members and Project counterparts;
  • Prepare data tabulations, reports, and presentations to support project activities;
  • Prepare monthly, quarterly and annual progress reports on the status of Project implementation; contribute to other Project reports such as annual work plans;
  • Manages project results reporting and management with input from COP and technical staff.
  • Co-develops and implements project M&E system to measure specific project targets.
  • Ensures successful implementation of performance monitoring plan.
  • Produces performance monitoring reports describing progress made against agreed upon indicators.
  • Analyzes monitoring data to derive lessons for improvement and make recommendations.
  • Provides oversight to standardized reporting, performance monitoring, and evaluation among partners.
  • Regularly review and update the project’s M&E plan.
  • Other duties as assigned by the Operations Director.

Minimum Required Education & Experience Master’s degree and 6 years of experience or Bachelor’s Degree and 10 years of experience or equivalent combination of education and experience

Skills & Abilities
  • Demonstrated experience in the Monitoring & Evaluation of donor-funded International development projects, preferably education projects.
  • Sound experience in project planning and tracking of project implementation.
  • Demonstrated experience in report production.
  • Knowledge of USAID reporting requirements a plus.
  • Able to prioritize work, multi-task and meet deadlines.
  • Ability to listen and communicate well both verbally and in writing in English and Khmer.
  • Ability to work independently.
  • Excellent organization and planning skills; detail oriented.
  • Strong interpersonal skills and ability to work as a team.
