In close collaboration with the government of Jamaica, the M&E Officer will be responsible for developing and managing the M&E systems and processes for a results-oriented project to reduce child trafficking (CT) in Jamaica focused increasing government’s effective prosecution and conviction of child traffickers- working with civil society to identify victims of CT and provide trauma-informed care for child victims of these crimes - and to prevent CT in all of its forms.
The position is contingent upon receipt of donor funding.
The M&E Officer will be responsible for the implementation of the program’s M&E activities and data reporting requirements. S/he will also serve as the point of contact with any external evaluation and/or special study contractors throughout the life of the project. Specific responsibilities include but are not limited to:
- Manage a rigorous approach to monitoring and evaluation, including creating systems for monitoring performance progress toward specific objectives, outputs and outcomes;
- In partnership with NATFATIP and the OCA/ONRTIP, lead the development and submission of the project’s M&E plan within 90 days of project start date;
- With the Project Director, ensure government counterpart ownership of the project’s theory of change as well as project scope, measurement strategies and desired outcomes as expressed in the projects’ logic model and M&E plan;
- Develop strategies and tools for data flow, data collection, data quality assurance, data analysis, and regular reporting on approved indicators under each objective (Prosecution, Protection, Prevention);
- Working with selected ministries, departments and agencies (MDAs), strengthen and maintain data systems to collect/report on investigations, prosecutions, convictions and sentencing, assess systems gaps and create plan to address gaps;
- Working with selected MDAs, strengthen and maintain systems to collect and report data on victims of CT and services provided, including disaggregation by age, gender place of origin and type of trafficking; Work closely with CPFSA and other MDAs to develop and maintain an updated victim case management system that can be sustained at the conclusion of the project;
- Working with selected MDAs, strengthen systems to collect and report parish data on prevention activities and community-based victim identification efforts, including disaggregation by age, gender, type of exploitation, as well as evaluation of pilot prevention interventions;
- Oversee implementation of a study involving rigorous research on the prevalence (to the extent possible) of child sex and labor trafficking in Jamaica and the nature of these crimes; Contribute to research design and methodology for this study and all project-related research;
- Lead baseline survey/study and evaluation strategy for all approved outcomes and corresponding indicators, including capacity development measures for MDAs;
- Work with agencies on dissemination of findings to support an evidence-based approach to improve targeting for preventing CT and for identifying more CT victims, as well as to measure the quality of victim-centered comprehensive care;
- Monitor the results of the program’s activities and contribute to periodic evaluations/assessments; contribute to dissemination of results to internal and external audiences;
- Build the capacity of ministries, departments and agencies (MDAs) and other implementing partners in monitoring and evaluation; liaise with them to obtain necessary data and monitor the quality and timeliness of data submissions;
- Develop, to the extent possible, an integrated M&E system in partnership with NATFATIP and OCA/ONRTIP; Support the development of the NATFATIP data base and routine reporting of task force members results to the taskforce data manager;
- Contribute extensively to quarterly and annual reports;
- Other duties as assigned.
- Education: Master’s level degree required, in social sciences, such as statistics, public policy, economics or a related field, and/or specialized training/certification in monitoring & evaluation.
- A Bachelor’s degree with five additional years of relevant work experience can substitute for a Master’s degree.
- At least five years of progressively responsible experience in the monitoring & evaluation of donor-funded, international development projects. Part of this experience should have been obtained working on projects in countering human trafficking, government/civil society capacity building, child protection, or a related field;
- Experience collecting and managing sensitive data;
- Technical, communication and capacity development skills (primarily training and coaching) for designing and integrating data systems or data sets from a range of government partners via central platform for timely reporting and data use;
- Knowledge of USG or other international donor reporting requirements, including experience designing and implementing monitoring and evaluation plans, rigorous evaluation design, and working with external consultants for third party evaluations and special studies;
- Practical understanding of impact/outcome evaluation methods and/or research methods, quantitative and qualitative, strongly preferred; and
- Understanding of and experience with national level MIS approaches and existing Jamaican government databases/data collection preferred.
- Excellent written and oral communication skill in English is required;
- Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint);
- Familiarity with database and statistical applications such as SPSS, SAS or STATA;
- Capabilities in data visualization and information systems management integration a plus; and
- Readiness to travel frequently.
