Project/Proposal Summary:
MSI is currently seeking an M&E officer to guide and implement performance measurement systems for the USAID/Addis Mission. The project will be a nation-wide activity supporting USAID’s ability to monitor and evaluate program activities in economic growth, education, food security, health and democracy and governance.
Position Summary:
The Senior M&E Officer will be a senior-level position reporting directly to the Program Manager. The position will be responsible for designing and leading all monitoring and evaluation activities on the project. The position duties include leading the methodology and technical direction for all performance measurement and evaluation activities for all program activities Ethiopia, including setting up processes and developing evaluation schedules and protocols. The Senior M&E Officer will oversee a small M&E staff and work closely with the project Program Manager to present all project results to USAID Ethiopia. She/he will lead the development of the Development Assistance PMPs and Evaluation Processes within the Mission and with project implementing partners. She/he will be responsible for ensuring that PMP and Monitoring and Evaluation protocols developed for the Mission and implementing partners are of high quality and follow guidance set forth in the ADS and USAID’s Evaluation Policy. The assignment period will be July 2011 through July 2013 at a full-time level of effort.
