Public infrastructure is an important precondition to sustained economic growth and thus, reductions in poverty and inequality. To boost investment in public infrastructure, the Government of the Philippines (GPH) has initiated the Build, Build, Build program and is aiming to spend PHP8.4 trillion (AUD210 billion) from 2017 to 2022. To support the GPH to build more transparent and accountable institutions and to oversee this increased investment in public infrastructure, the Australian Aid Program in the Philippines will invest approximately $36 million over six years for the Public Financial Management Program for Institutions and Infrastructure (PFMP-II or ‘the Program’).
Clear Horizon is now seeking a “Long Term” Monitoring and Evaluation Specialist to support the Australian Aid Program’s Core Team and Technical Advisers with preparation of interventions ensuring that M&E requirements are incorporated into intervention design. The position will be embedded in the PFMP-II team receiving technical support and guidance from Clear Horizon.
This role will be responsible for overseeing the implementation of a program-wide system of monitoring and results measurement across all components and activities within PFMP-II including monitoring and results measurements in relation to gender equality and social inclusion, also overseeing elements of reporting, and ensure learnings are captured internally and applied as part of adaptive management that is appropriate for a program that places a strong emphasis on policy reform, institutional building and supporting an enabling environment. Reducing inequality, including gender inequality, will be a cross-cutting objective.
