Job DescriptionRTI is seeking a Monitoring, Evaluation and Learning (MEL) Advisor for a 5-year $22-24 million USAID Integrated Community Agriculture and Nutrition (ICAN) activity aiming to sustainably enhance the resilience of vulnerable households by increasing economic opportunities for poor households, improving nutrition with a focus on women and children, and strengthening community and local governance.
As the mission•s flagship resilience activity, the USAID Integrated Community, Agriculture, and Nutrition activity will strengthen the economic and nutritional status of selected populations. To achieve its purpose, the USAID Integrated Community, Agriculture, and Nutrition activity will integrate multi-sectoral interventions at the community and household level. The USAID Integrated Community, Agriculture, and Nutrition activity will help households and communities identify their own needs and vulnerabilities to seek and advocate for solutions, including improved services from government. The USAID Integrated Community, Agriculture, and Nutrition activity will serve as an innovative and catalytic activity with scalable interventions that will leverage resources in support of achieving its purpose. Through the USAID Integrated Community, Agriculture, and Nutrition activity, USAID expects development impact that is greater than the sum of its parts.
Roles and Responsibilities:
The MEL Manager will be responsible for project monitoring and evaluation, documentation of lessons and successes, and coordination across and outside of the project. Additional responsibilities will include:
••••••••• Serve as a member of the senior management team, responsible for ensuring data are used to inform project direction and adaptation of work streams.
••••••••• Lead the development and implementation of the learning agenda for the project, with the aim of both disseminating learning and leveraging learning to improve programming.
••••••••• Champion the •collaborating, learning, and adapting• approach promoted by USAID/Uganda.
••••••••• Ensure incorporation of cross-cutting themes across all project activities.
••••••••• Lead internal learning sessions; document project success stories and lessons learned.
••••••••• Lead external learning; ensure strategic communication of project learning to USAID, other projects and stakeholders in order to ensure that learning products are shared and leveraged across complementary efforts.
••••••••• Oversee project communications activities.
••••••••• Oversee development and management of project performance monitoring and evaluation plan, including development of indicators and database
••••••••• Master•s degree or equivalent in related area of study or equivalent work experience, including donor-funded projects and agriculture programming.
••••••••• Specialized training in M&E is required.
••••••••• Minimum of seven (7) years or more of progressively responsible work experience in managing M&E on complex project of similar size.
••••••••• At least 5 years of monitoring and evaluation work at the supervisory level.
••••••••• Knowledge of agriculture, nutrition and systems monitoring and evaluation preferred.
••••••••• Experience conducting research related to agricultural development and nutrition.
••••••••• Proven ability to manage using USAID•s •collaborating, learning, and adapting• approach.
••••••••• Demonstrated ability to build relationships and facilitate collaborative learning.
••••••••• Possess excellent organizational and analytical skills.
••••••••• Excellent writing and oral presentation skills in English.
